Social dialogue is one of the cornerstones of social Europe and involves employers, workers and their representatives, and, in tripartite structures, also public authorities in the discussions and negotiations which shape social policy and industrial relations. This study seeks to establish how far Member States were willing or able to use social dialogue as a tool to mitigate the effects of the financial downturn in the wake of the profound global economic crisis which began in autumn 2008. It analyses where it was used, how effective it was and also identifies the factors that could make it more or less likely that the social partners would be involved in efforts to respond to the crisis.

    Den sociala dialogen är en av hörnstenarna för det sociala Europa. Den innebär att arbetsgivare, arbetstagare och deras företrädare, samt offentliga myndigheter vid trepartsförhandlingar, deltar i de diskussioner och förhandlingar som formar socialpolitiken och relationerna mellan arbetsmarknadens parter. I fördraget om Europeiska unionens funktionssätt framgår tydligt att det är önskvärt att arbetsmarknadens parter är delaktiga i EU:s styre, samtidigt som mångfalden i de nationella systemen ska respekteras. Syftet med denna undersökning är att se efter i vilken utsträckning medlemsstaterna, efter den djupa globala ekonomiska kris som inleddes hösten 2008, ville eller kunde använda social dialog som ett verktyg för att mildra effekterna av den finansiella konjunkturnedgången och hur effektiv den i så fall var. Dessutom försöker man i undersökningen identifiera vilka faktorer som gjorde det mer eller mindre sannolikt att arbetsmarknadens parter skulle delta i insatserna för att hantera krisen.
