  • In general, social partners recognise the exceptional circumstances and constraints imposed by the COVID-19 pandemic, which disrupted the standard involvement frameworks and institutions in place; however, social partners take the view that the majority of governments could have done much better in this area.
  • The COVID-19 pandemic has shown that, where tripartite social dialogue is well established and permanent, the impact of the health crisis on the involvement of the social partners has been relatively limited.
  • By contrast, in many other countries, although social dialogue remained in place, it was severely restricted. In this regard, the health crisis has revealed the structural weaknesses of the social dialogue foundation in some industrial relations systems.

Sedan 2016 har Eurofound noga övervakat de nationella arbetsmarknadsparternas deltagande i utformningen av politiken som en del av den europeiska planeringsterminen. Under 2020 låg fokus på deras deltagande under de första månaderna av covid-19-utbrottet. Pandemin har inneburit en enorm utmaning för den sociala dialogen, men resultaten av analysen visar hur den sociala dialogen kan vara ett effektivt verktyg för att utforma politiska initiativ och hitta lösningar på nödsituationer som påverkar företag, arbetstagare, ekonomin och samhället. Det står klart att arbetsmarknadsparternas deltagande i utformningen och genomförandet av nationella planer för återhämtning och resiliens under 2021 kommer att vara avgörande för återhämtningsprocessen och för att stärka den sociala dialogen framöver.
