Working time is a recurrent topic of study because the nature of work, its content, the conditions under which it is performed and the labour market itself keep changing. This report provides an overview of the recent evolution of working time duration and organisation in the EU and highlights the most important trends and differences between Member States.
The share of the informal or grey economy fell below 30% in 2016 according to an innovative composite index called 'Towards the economy of light’ created by the Bulgarian Industrial Capital Association in partnership with two high-level social partners. Reasons for the decline include the country’s fight against the informal economy and the increase in exports.
Changes in the behaviour of employers regarding occupational health and safety, as well as activities by the National Labour Inspectorate and employees’ representatives, have contributed to a decrease in the number of accidents in the workplace. The Shared Parental Leave (SPL) regulations came into force on the 1st of December 2014 and apply to eligible parents where a baby is due, or a child is placed for adoption, on or after 5 April 2015. The report will then focus on the reasons behind low use and will summarise the recommendations for improvements proposed by key bodies.
This report examines developments in non-standard employment over the last decade. It looks at trends in the main categories of non-standard employment – temporary, temporary agency and part-time work and self-employment – based mainly on data from the European Union Labour Force Survey. It discusses some aspects of the labour market situation of workers in these categories including wages and the extent to which they would prefer a standard employment status.
On 2 February 2017, representatives of the national social partners and the National Labour Council concluded the Interprofessional Agreement 2017–2018, the first such agreement since 2010. The agreement covers the wage norm, improvements in welfare benefits, the extension and adaptation of the agreements on early retirement, and an agenda for further consultation and negotiation.
New government legislation to reduce financial inequalities in the public sector will see workers receive considerable wage increases, the introduction of paid overtime and a reduction in the wage gap. Italy’s parliament has introduced new voucher-based work schemes for occasional work. The regulations cap the amount that can be earned or paid in this way, and companies with more than five permanent employees may not use vouchers. However, there are few other limits on voucher-based work and the social partners have been critical.
The Taylor Review, commissioned by the UK government and published in July 2017, set out to determine best practices in modern employment and to define the basic rights of workers in light of widely publicised cases of poor working conditions. However, despite the review’s many recommendations, there is no legal requirement for the government to implement any of them.

The European Working Conditions Survey (EWCS) launched in 1990 and is carried out every five years, with the latest edition in 2020. The European Quality of Life Survey (EQLS) is carried out every four to five years since its inception in 2003, with the latest edition in 2016. It examines both the objective circumstances of people's lives and how they feel about those circumstances and their lives in general. It covers issues around employment, income, education, housing, family, health and work–life balance. It also looks at subjective topics, such as people's levels of happiness and life satisfaction, and perceptions of the quality of society.

This report examines the contribution of social and employment services in EU Member States to the inclusion of people with disabilities, specifically in relation to the impact these have on labour market integration – in line with the 2006 UN Convention on the Rights of Persons with Disabilities. The report includes a discussion of the costs and benefits of different approaches.
This study provides information allowing for an assessment of the overlaps between different parts of the public sector, especially with regard to social services. Firstly, the overlaps in terms of employment structures are analysed; secondly, the overlaps of all national sector-related organisations are assessed; and thirdly, the overlaps of the European social partner organisation are considered. The conclusions of this report should help decision-making regarding which ESSDC social services activities fit best in.

This report explores various approaches to identifying labour shortages and maps national policy debates around the issue. It documents public and social partner interventions to tackle labour shortages, such as measures fostering geographic or occupational mobility, addressing skills shortages and underinvestment in skills, improving working and employment conditions, and better matching procedures.
