The opening phase of talks between the Government of Ireland  and the
public service unions on securing a further €1 billion in savings under the
Croke Park agreement have taken place. A meeting was held between the Irish
Minister for Public Expenditure and Reform, Brendan Howlin, his officials and
the trade unions on November 28, 2012.
On 13 November 2012, the Conservative-Liberal Democrat Coalition government
announced its response to a consultation on ‘modern workplaces’ held in
2011 (UK1106029I ). It confirmed that it intended to press ahead with
proposals to reform the legislative framework for parental leave  and

contemporary trends in people management in the UK. One of the key changes is
the increased focus on the individual employment relationship, rather than
dealing with groups of employees and their trade unions. The research looks
at the ways employers and unions are engaging, and the less visible ways that
unions retain influence in an era of declining strike action.
The Maltese Government  presented its budget for 2013 on 28 November 2012.
This was the final budget of this legislature because the Government’s
five-year term of office is due to come to an end. The main features of the
budget were a cut in tax rates for wage earners whose income was below
€60,000, and a cost of living allowance (COLA) rise of €4.08 per week for
all workers and pensioners. The rise was to account for inflation, measured
by the rise in the Retail Price Index up to September 2012.
Tax breaks for household services were introduced in Sweden in 2007. The
rules meant tax deductions could be applied to work costing up to €5,830
annually. Household services in Sweden include cleaning, ironing, gardening
and child care carried out in or in connection with the home. Householders
cannot claim for repairs and maintenance services under this scheme, but
repairs are covered by other tax credit rules.
Industry agreements have served as a framework for wage-setting in Swedish
industry since 1997, with the manufacturing sector given the norm-setting
role. The system was brought in after the Swedish recession in the 1990s when
the country experienced high unemployment and rising inflation. Collective
bargaining had brought industrial conflict and large pay increases, and
threatened the country’s economic stability.
The private sector National Protocol between the Irish Business and
Employers’ Confederation (IBEC ) and the Irish Congress of Trade Unions
(Congress ) agrees the terms of basic rules for industrial relations and
local pay bargaining.
An EU-funded study has looked at issues faced by women entrepreneurs in
Malta. The study, commissioned by the National Commission for the Promotion
of Equality (NCPE ), shows that gender is still a major issue for business
people. The study was part of a broader research project called Unlocking the
Female Potential (3.5Mb PDF)  published in early 2012.

All jobs will be affected as the EU moves to a green economy: new jobs will be created and some will be eliminated, but most existing jobs will be transformed. To ensure a socially responsible transition towards high-quality green jobs, concerted efforts by governments, employees, employers and other stakeholders are crucial in anticipating and managing this process. The research carried out in this study examined green business practices and greening processes aimed at mitigating climate change – if radical mitigation measures are not taken in time, adaptation could eventually prove impossible. The study had two main objectives: to provide an overview at both sectoral and cross-sectoral level in the EU of the effects of greening on the quantity and quality of jobs in 10 sectors (automotive, chemicals, construction, distribution and trade, energy, furniture, nonmetallic materials, shipbuilding, textiles and transport); and to analyse good practice examples of the anticipation and management of green change at company level in these sectors.
