The Union of Metalworkers (IF Metall ) estimates that the agreement on temporary layoffs has saved 1,200 jobs, based on a survey conducted among the 60,000 members who work in companies which have signed the agreement. According to the agreement – which is a new feature in Swedish industrial relations, introduced in an effort to alleviate the current economic crisis – wages could be reduced by a maximum of 20% and working hours by 20% until 31 March 2010 (*SE0903019I* ). On average, wages were reduced by 12% and working hours by 17% (/Dagens Arbete/, ‘Krisavtalet räddade 12 000 jobb ’, 2 December 2009). The automotive sector is an important part of employment and total production in Swedish industry, representing 11% of the total manufacturing industry with about 140,000 employees at major manufacturers such as Saab, Scania, the Volvo Group and Volvo Cars.

The Industry Agreement (/Industriavtalet/) was concluded between the social partners in the industry sector a decade ago, creating a method for wage formation in the manufacturing industry which has also become the norm for other sectors of the economy.

This paper aims to give a flavour of the latest developments across Europe and inform policy makers of topical issues. It will present measures taken in response to the recession (both employment market measures and financial stimulus packages), outline the extent of social partner involvement, and the actions taken so far by the social partners. According to the European Commission, there is still room for policy learning across Member States (European Commission, 2009c p. 42). The material for this report has been gathered mainly from Eurofound’s European Industrial Relations Observatory (EIRO) and from its European restructuring monitor (ERM), and is supplemented by findings from desk research.

Bus drivers in Sweden have been dissatisfied with their pay and working conditions for some time. Negotiations in this regard between the Municipal Workers’ Union (Svenska Kommunalarbetareförbundet, Kommunal ) and the Bus and Coach Employers’ Association (Bussarbetsgivarna, BuA ) broke down in June 2008 and mediators were thus brought in to help resolve the conflict. The mediators’ proposal was not accepted however and Kommunal issued a strike notice. As in the case of the nurses’ strike (*SE0805039I* ) earlier in 2008, the strike by bus drivers inconvenienced the public to a large extent.
