European Industrial Relations Dictionary

A European sectoral employer organisation represents the interests of national employer organisations at sectoral level and takes part in European sectoral social dialogue with the European trade union federations.

At sectoral level, a total of 65 employer organisations and 10 European trade union federations participate in sectoral social dialogue, mainly in the framework of one of the 43 existing European sectoral social dialogue committees. Considering the number of sectoral social dialogue committees, it follows that a number of European trade union federations are involved in several sectoral social dialogue committees, while the majority of employer organisations are involved in a single sectoral social dialogue committee.

In 2017, the European Commission recognised 65 organisations representing employers as sectoral social partners (see list below). All of these sectoral employer organisations are consulted as social partners by the European Commission, according to the list of European social partners’ organisations consulted under Article 154 of the Treaty on the Functioning of the European Union. This list is regularly updated to take into account the development of social partners organisations at EU level and, where appropriate, the outcomes of representativeness studies relating to cross-industry and sectoral social dialogue.
