Abstract

This report examines the quality of industrial relations in the public sector in five EU Member States: France, Finland, Germany, Ireland, and Italy. Today there is pressure for change and reform across the European Union public sector, with particular emphasis on increased efficiency and effectiveness within tight expenditure constraints, concerns about job security and problems of labour shortages as a result of recruitment breaks and retention problems. The report looks at different models of integrative bargaining aimed at ‘win-win’ solutions. The summary is also available (EF0439).
