Abstract

This report reviews the quality of the national social partners’ involvement in the implementation of the reforms and investments shaping the digital and green transition in the context of national policymaking. These reforms and investments stem mainly from the Recovery and Resilience Facility.

The report also examines the quality of the national social partners’ involvement in the various steps of the European Semester cycle, in line with the recommendation to strengthen social dialogue in the EU adopted by the Council in 2023 and in line with the implementation of the European Pillar of Social Rights.
