Ex-ante evaluation: Europe at work, better life and opportunities for all – Four-year work programme 2009–2012

This report presents the findings from the internal ex-ante evaluation of Europe at work: better life and opportunities for all – Four-year work programme 2009-2012 of the European Foundation for the Improvement of Living and Working Conditions (Eurofound) for the programming period 2009–2012. This ex-ante evaluation was conducted during 2008 as an internal, formative evaluation exercise, by an internal evaluation project team. A range of internal documents were analysed by the evaluators relating to the consultation and drafting process of the work programme. The timing of this ex-ante evaluation coincided with the drafting process of the 4-year programme.
