On 3 February 1998, the Association of Finnish Lawyers approved an agreement following the guidelines of the new national incomes policy agreement. In connection with the reform of the pay system, the VTML employers' body promised to pay attention to the special problems of court lawyers and associate lawyers.

After rejecting the new national incomes policy agreement for 1998-2000 (FI9801145F) in December 1997, the Association of Finnish Lawyers (Suomen Lakimiesliitto, SLML) started negotiations with the employers' body, the State Employer's Office (Valtion Työmarkkinalaitos, VTML) in order to get a better deal (FI9801148N). The parties achieved a result on 3 February 1998, when the SLML delegation decided unanimously that the employers' offer met its minimum requirements for the negotiations. VTML promised to correct the pay structure used in the case of court lawyers and associate lawyers.

On pay increases, the agreement follows the guidelines of the incomes policy agreement. SLML gave up its demand for an increase in two wage grades, because the employer promised to pay attention to the special problems of court lawyers and associate lawyers. The main object of the reform of the pay system is to make it more competitive in relation to the private sector. Furthermore, the Ministry of Justice and SLML will cooperate in the development of reforms pertaining to work of lawyers and the courts. It was also agreed that the system of official posts in the judiciary should be restructured.
