OGB-L calls for meeting of Standing Committee on Employment

In February 1999, the OGB-L trade union confederation called for a meeting of the Standing Committee on Employment, with a view to following up and monitoring measures introduced as part of Luxembourg's National Action Plan for employment, and drawing conclusions as to how effective they are.

On 10 February 1999, the president of the Luxembourg Confederation of Independent Trade Unions (Onofhängege Gewerkschafts-Bond Lëtzebuerg, OGB-L) demanded an urgent meeting of the Standing Committee on Employment (Comité permanent de l'emploi). The aim would be to ensure that the measures introduced by the National Action Plan (NAP) on employment, in response to the EU Employment Guidelines, passed by the Chamber of Deputies on 3 February 1999 (LU9903195F), are effectively put into practice, and also to monitor them and draw conclusions relating to their effectiveness.

The Standing Committee was set up under the Law of 31 July 1995. It is located in the Ministry of Labour and Employment and its task is, at least every six months, to examine the employment/unemployment situation as part of the follow-up of employment-related decisions taken by the Tripartite Coordination Committee (Comité de coordination tripartite).

The Standing Committee has 12 members, with an equal number of seats going to representatives of the government, employers' associations and trade unions with nationally representative status. It oversees the general situation, development and operation of the Luxembourg labour market, with particular reference to: the best use that can be made of the labour force, in coordination with economic and social policy; the structure of the supply and demand of jobs; and the implementation of legislation dealing with preventing and combating unemployment.
