Uneven picture of a changing Europe: Findings from Living and Working in the EU e-survey 2025

Findings from the 2025 (eighth) round of Eurofound’s Living and working in the EU e-survey suggest persistent economic strain and uneven levels of resilience across Member States. Despite lower inflation and labour markets that remain relatively stable by headline indicators, respondents continue to face significant financial pressure, with widening gaps between income groups, rising insecurity among renters and middle-aged people, and continued housing insecurity, especially among low-income and single-parent households.

Quality of life in the Western Balkans and Türkiye in 2024

This factsheet presents findings from the Living and Working in the Western Balkans and Türkiye (LW-WBT) Survey, which was commissioned by Eurofound and conducted in autumn 2024. It provides a brief overview of four dimensions of quality of life in Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, Serbia and Türkiye – health and well-being, overall life satisfaction, material living conditions and perceived quality of society.

Collective bargaining beyond pay: An analysis of collective agreements in selected low-paid sectors

This report analyses and compares the content of 94 collective agreements in three low-paid sectors – manufacture of food, leather, textiles and clothes; residential and social care; and retail – across 11 EU Member States and Norway. The report examines how collective bargaining regulates working conditions beyond wages and how these topics have evolved between 2015 and 2022.

Foundational challenges: The housing struggles of Europe’s youth

Europe faces a housing affordability crisis that impacts all age groups, with particularly pronounced implications for young people. For them, the crisis may have far-reaching consequences, affecting educational and employment opportunities, household composition and formation, and current and future well-being. This report examines the housing situation of the EU population, with a specific focus on young people. It shows that, across several metrics, young people generally experience the housing crisis more acutely than older cohorts.

As we enter a new decade of our work, in the year ahead Eurofound continues to focus on sharing timely and relevant insights on social, employment and work-related issues, from working conditions and affordable housing to the impacts of the green and digital transitions and the fight against poverty in the EU. The Irish Presidency of the Council of the EU in the second half of 2026 offers Eurofound a valuable opportunity for collaboration from our base in Dublin. Alongside supporting European priorities, and after a dynamic 2025, we look forward to a year of innovation, reflection and continued engagement with our stakeholders.

Housing

Access to affordable and adequate housing is a major concern in many Member States, in their cities and regions, compounded by the crises of recent years. People facing housing affordability problems are at risk of exclusion, insecurity about having to leave one’s home, being unable to afford other things due to high housing costs and having to remain in housing unsuitable for their needs. With rising living costs comes exposure to energy poverty for lower-income families who are unable to afford keeping their homes adequately warm or to meet rent or mortgage payments. At the same time, homelessness is on the rise in a large majority of Member States.
