Workplace bullying, harassment and cyberbullying: Are regulations and policies fit for purpose?

Over the last decade, Information and Communication Technologies (ICTs) have changed the way employees work and communicate with each other. Despite the many benefits of digitalisation of work, the widespread access to digital devices in working life provides an alternative medium for new forms of antisocial behaviour, including online harassment and cyberbullying. This report maps national regulatory instruments to counteract such behaviour at work, and documents the prevalence of bullying and harassment both online and offline. As regulatory change is generally prompted by a certain level of policy debate, the report also explores the extent to which the issue is debated in EU Member States.
