Call for applications

The TES 2024 follows a successful pilot project initiated by Eurofound in 2022 (Tripartite Exchange Seminar 'Summer Forum').

The focus of TES 2024 is to identify the way the green, just transition is dealt with through social dialogue in European countries. It will zoom in on the impact of the green transition on industrial relations, employment, skills, and training needs at national and sectoral level and explore how the green, just transition can become a standard topic of the social dialogue agenda.

With this call the Agencies invite professionals working in national level social partners and government organisations to apply for their participation in the 2024 seminar.

What is the TES aimed at?

The TES 2024 provides time and space for social learning among social partners and government representatives and aims at:

  • Sharing experiences and initiatives on national policies and social dialogue, particularly focused on the green, just transition.
  • Enhancing mutual learning activities among participants based on their needs.
  • Stimulating forward-looking debates on social dialogue and the green, just transition
  • Creating a community of practice across affiliations and Member States raising the value and awareness of social dialogue and its contribution to the green, just transition.

The TES is composed of three interactive modules:

  • Online introductory session – 8 May 2024
  • Residential session in Brussels, Belgium, hosted by the European Economic and Social Committee – 29-31 May 2024
  • Online follow up sessions (September to December 2024 - dates to be confirmed)

Participants are expected to engage fully with all the modules of the TES 2024.

Priority criteria

The TES 2024 addresses national level social partners and in particular, early and mid-career professionals in trade union and employer organisations as well as from government departments and other relevant public bodies dealing with social dialogue.

  • Applicants must ensure the agreement of their employer/organisation for their participation in all the TES 2024 process and its main components.
  • Candidates should be motivated to take part in a European-level tripartite exchange seminar (and demonstrate it in their application).
  • They should have some relevant professional knowledge, expertise in social dialogue and an interest in relation to the green transition.
  • They should be available to attend and fully engage with all modules of the seminar (face-to-face meeting of three days and the online modules, before and after the onsite seminar) and have the support of the organisation employing them (which will need to agree to their participation in the TES).
  • They are comfortable using English as a working language, speaking and writing.

Practical background information

Applications will be assessed jointly by the three agencies. A final selection of participants in the TES 2024 will be made taking account of the advice provided by the steering group of stakeholders (composed of BusinessEurope, ETUC, SMEunitedSGI Europe, Government representative of the Eurofound Management Board, and the European Commission). Applicants will be informed of the results of the selection process by the end of April 2024.

The costs of participation to the onsite seminar (transport, accommodation and daily living expenses) will be covered by the organisers in accordance with the rules of reimbursement. Reimbursement will be made following the onsite meeting in Brussels and on presentation of duly justified claims.

Participants from Western Balkan countries

European Training Foundation (ETF)

Eurofound in cooperation with the European Training Foundation (ETF) would like to invite a small number of participants from Western Balkan Countries (Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, Serbia)  to join the Seminar in 2024. The same criteria and conditions, as stated above, apply for their participation as for the EU applicants.
