About the event
This event is organised by Eurofound, the EU Agency for the improvement of living and working conditions, in cooperation with the European Training Foundation (ETF), the EU agency supporting neighbouring countries in reforming their education and training systems as part of EU external relations policies.
Since 1991, Eurofound has provided scientifically sound comparative analyses of people’s living and working conditions in the EU accession countries using funding from the Instrument for Pre-accession Assistance (IPA). As part of our current activities on the Western Balkans, we have carried out data collection, analysis, and reporting for the European Working Conditions Survey (EWCS) and for Living and Working in the Western Balkans and Türkiye Survey (LW-WBT). This event will present and discuss key results and insights from this research, with local experts, stakeholders and audience participants.
The programme will be structured into two thematic sessions, each dedicated to one of Eurofound’s core research areas:
Living conditions, with a focus on Youth in the Western Balkans
Working conditions, with a focus on Job quality and the impact of digitalisation
Each session will begin with a short presentation of Eurofound’s research, followed a panel discuss and then a moderated audience discussion. The event will be concluded with a complementary lunch for all participants.

Eurofound speakers
Massimiliano Mascherini
Head of UnitMassimiliano Mascherini is Head of the Social Policies unit at Eurofound since October 2019. He joined Eurofound in 2009 as a research manager, designing and coordinating projects on youth employment, NEETs and gender equality. In 2017, he became a senior research manager and spearheaded new research on monitoring convergence in the EU. In addition, he led the conceptualisation of the 2026 European Quality of Life Survey. In 2025, he was awarded the Brendan Walsh prize for the best paper published in Economic and Social Review. Previously, he was scientific officer at the Joint Research Centre of the European Commission. He studied at the University of Florence, where he majored in actuarial and statistical sciences and attained a PhD in Applied Statistics. In 2014, he obtained a scientific qualification as Associate Professor of Social Statistics and Demography from the Italian Ministry of University and Research. He has been visiting fellow at the University of Sydney and at Aalborg University and visiting professor at the Pontifical Academy of Social Sciences.
Daphne Ahrendt
Senior research managerDaphne Ahrendt is a senior research manager in the Social Policies unit at Eurofound. She is the coordinator of the survey management and development activity. In 2020, she initiated Eurofound’s Living and Working in the EU e-survey and now leads the 2026 European Quality of Life Survey, which she has worked on since the survey started in 2003. With over 30 years of experience in international survey research, she is also a member of the GESIS Scientific Advisory Board. Beyond surveys, her substantive research focuses on social cohesion, trust and the inclusion of persons with disabilities. Daphne started her career at the National Centre for Social Research in London where she worked on the International Social Survey Programme before moving to the Eurobarometer Unit at the European Commission. She holds a Master's degree in Criminal Justice Policies from the London School of Economics and a Bachelor's degree in Political Science from San Francisco State University.
Elin Brattlund
Temporary research support officerElin Brattlund is a temporary research support officer in the Social Policies unit at Eurofound. Her research focuses mainly on job quality and working conditions in the Western Balkans. Elin was previously a research trainee in the Employment unit, working on topics such as restructuring, employment and platform work. Prior to joining Eurofound, she worked as a policy trainee at the Brussels Office of the Swedish Trade Unions and as a legal associate for an international law firm. She holds a Master’s degree in Law with a specialisation in EU labour law from the University of Uppsala.
