The Luxembourg government organised a national tripartite meeting for 31 March 1999, with the aims of coming to a decision on problems related to the pensions system, and of developing a new National Action Plan for employment.
On 12 February 1999, the government fixed the date of the next national tripartite meeting for 31 March. One of the main agenda items will drawing up Luxembourg's 1999 National Action Plan (NAP) for employment, based on the EU Employment Guidelines. The government announcement came before the 1998 NAP (NAP) - which was passed by the Chamber of Deputies on 3 February 1999 (LU9903195F) - came into effect on 1 March 1999. This rapid succession of events prompted the Prime Minister to remark that the new NAP will be virtually identical to the earlier one, and that major changes were unlikely.
The second item on the published agenda will probably cause more of a stir: this follows on from the Vienna European Council meeting in December 1998 (EU9812141N) and involves an analysis of pension systems and their impact on the labour market. The opportunity will also be taken to look at the recent call from seven trade unions for a structural review of pensions and improvements in the general private sector scheme (LU9812183N). In this context, it should be noted that there is no evidence to suggest that the government has definitely shelved its plans to introduce an "occupational disability" pension for people covered by pensions insurance whose earning capacity has been cut by over 50% (LU9711121F).
