Unions demand coordination of bargaining and European social dialogue in scaffolding sector

On 28-31 October 1999, the European Federation of Building and Woodworkers (EFBWW) held its third European conference for the scaffolding sector in the German town of Weiterstadt (Hesse), attended by trade union delegates from 13 European countries. The EFBWW conference adopted a joint resolution laying down the future framework fro trade union activities in the European scaffolding sector.

At its third European conference for the scaffolding sector, held in Germany in October 1999, the European Federation of Building and Woodworkers demanded closer European coordination of collective bargaining and the introduction of a European social dialogue in the sector.

In the field of collective bargaining, the EFBWW unions see a great need for better coordination of trade union demands and strategies in order to prevent a deterioration of social standards. According to the unions, there is a real threat of social and tariff dumping since the labour market for scaffolding workers has become more and more "Europeanised". Therefore, the unions have agreed to improve exchange of information by using advanced electronic media and to develop joint initiatives to ensure the correct application of collective agreements. In addition, the unions emphasise the role of European Works Councils in multinational scaffolding companies, which should become close cooperation networks for employee representatives.

Regarding working conditions for scaffolding workers, EFBWW demands a substantial improvement in existing EU legislation on heath and safety. Furthermore, the unions call for new initiatives for a better prevention of accidents as well as for better compensation for workers with occupational diseases. Finally, the unions see a great need for scaffolding workers to receive better vocational training.

In order to create better European working standards, EFBWW has asked the European sectoral employers' association to start a European social dialogue in scaffolding.
