Figures published in March by the Employment Administration point to an upturn in the Luxembourg labour market during 1999, and show that the unemployment rate has fallen to 2.9%.

The Minister of Labour and Employment presented the 1999 annual report of the Employment Administration (Administration de l'Emploi) on 20 March 2000. The report finds that in 1999:

  • the annual rate of unemployment fell from 3.1% to 2.9%;

  • while 38% of the economically active population are women, they account for 47% of the unemployed;

  • 12,081 new jobs were created, representing a 5% increase in the labour force. In October 1999, 236,466 people were in work out of a total population of 425,000;

  • 7,850 new jobs were created among cross-border workers, bringing the total of such workers to 81,200. They account for 34.3% of the total national paybill, and represent 20% of all cross-border workers in the 15 countries of the European Union;

  • the number of people seeking paid employment fell by 8.9% between 1997 and 1999, and 43% of all such job-seekers are Luxembourg citizens;

  • 19% of those registered as unemployed found work within one month and 60% within six months, while 22% were still unemployed after one year; and

  • 106 out of the 542 unemployed workers covered by the "individual psycho-social accompaniment plan" (plan d'encadrement psychosocial individuel) were helped to find new jobs. This scheme, introduced by law on 12 February 1999 as part of the National Action Plan on employment (LU9903195F), is designed to train and motivate unemployed people to seek work actively.
