Tripartite meeting fails to find solutions on NAP and pensions

A national tripartite meeting held in Luxembourg at the end of March 1999 was expected to draw up a new National Action Plan on employment and take a view on the reform of the general pension insurance scheme. Instead, the meeting decided simply to await the outcome of the deliberations of other working groups.

A national tripartite meeting held in Luxembourg at the end of March 1999 was expected to draw up a new National Action Plan on employment and take a view on the reform of the general pension insurance scheme. Instead, the meeting decided simply to await the outcome of the deliberations of other working groups.

A national tripartite meeting organised by the government on 31 March 1999 was due to: draw up Luxembourg's 1999 National Action Plan (NAP) for employment, based on the EU Employment Guidelines; and adopt a position on the reform of the general pension insurance scheme (LU9903199N).

The tripartite meeting made no progress on the 1999 NAP. Instead, following the announcement of a number of difficulties associated with the interpretation and implementation of the law of 12 February 1999, which implemented the 1998 NAP (LU9903195F), it was agreed that the Standing Committee on Employment (Comité permanent de l'emploi) would meet on 13 and 19 April 1999 with a view to overseeing the law's transposition (LU9903198N). The Standing Committee will thereafter meet once a month, and its conclusions will be made public before the end of 1999.

There was no more than a brief discussion on the general pension insurance scheme and on improving the measures applying to older unemployed workers, and those who are difficult to reintegrate into the labour market. This debate was meant to follow on from the Vienna European Council meeting in December 1998 (EU9812141N) and involve an analysis of pension systems and their impact on the labour market. As the government has dropped its plans to introduce an "occupational disability" pension for people covered by pensions insurance whose earning capacity has been cut by over 50% (LU9711121F), the conclusions of a Ministry of Social Security working group will be presented to a tripartite meeting as soon as they are made available. This means that no initiative will be taken before the legislative elections scheduled for June 1999.
