Objectives of the Workshop

Background

The European Foundation for the Improvement of Living and Working Conditions is carrying out a research project on Quality of industrial relations, which is targeted to produce comparable indicators and country profiles for the EU Member States. The project has already produced one report on the concept of quality of industrial relations and another on the quality of industrial relations indicators. The final target is to produce industrial relations country profiles in order to increase comparability and understanding of the industrial relations practices.

The International Labour Organisation will present the preliminary results from the project on social dialogue indicators in the worldwide perspective including Africa, Asia, Europe and Latin America. The presentation will be based on the data collected from questionnaires on trade union membership and collective bargaining coverage.

The results from these two indicator projects give good opportunity to compare and learn from each other what are the relevant industrial relations indicators when building industrial relations country profiles.

Objective

The objective of the workshop is to build industrial relations country profiles by gathering industrial relations experts from the European Union, Africa, Asia and Latin America to analyse comparable social dialogue/industrial relations indicators and to draft a framework for the industrial relations country profiles.

The workshop is divided into two parts: the first day will centre on social dialogue/industrial relations indicators in the EU, Africa, Asia and Latin-America. Special attention will be paid to availability, reliability and comparability of industrial relations data and constructing indicators. The second day will concentrate on building industrial relations country profiles. The outcome of the workshop would be better understanding of the availability of industrial relations indicators and framework for building comparable country profiles.

Attached reports

The workshop is built on the following reports. Two reports will be sent to the participants in advance and the third one will be presented in the workshop:

  • The Quality of Industrial relations: Development of Comparative Indicators (Concept report, annex 4).

  • Comparative industrial relations indicators in the EU15 Member States (Indicator report, annex 5).

  • Comparative industrial relations indicators in the EU10 Member States (Ongoing project, which will be presented during the workshop).

The first report deals with the quality of industrial relations in the light of different industrial relations theories and selected 15 indicators for country profiles. The second report deals with the quality of industrial relations indicators by analysing the availability of industrial relations data, reliability of data and comparability of indicators in the EU15. The third report deals with the similar questions in the EU10.

Participants

Workshop participants will be industrial relations experts from European Union Member States. The ILO will invite researchers from Africa, Asia and Latin-America. The total number of participants will be 40 people.

Organisers

The European Foundation for the Improvement of Living and Working Conditions organises the workshop. The ILO representatives will participate in the workshop as speakers and commentators.
