Social partners hold joint conference on vocational training and development

Continuing a successful initiative taken in 1996, a joint two-day conference entitled /Vocational training and development '98/ was organised on 12-14 March 1998 by the Confederation of Danish Trade Unions (Landsorganisation i Danmark,LO), the Danish Employers' Confederation (Dansk Arbejdsgiverforening, DA), the Danish Confederation of Professional Associations (Akademikernes Centralorganisation, AC) and the Organisation of Managerial and Executive Staff in Denmark (Ledernes Hovedorganisation, LH). With this conference, organisations concerned wished to signal that continuing vocational training requires close cooperation between the social partners. Some 75 workshops and 150 exhibitors put across the message of life-long learning at the event, which focused on four themes:

  • education for all

  • further vocational training and development at the workplace;

  • further vocational training which make sense; and

  • further vocational training with quality and effect.

Recent reforms, conferences and campaigns aimed at improving participation in training, as well as awareness, motivation and companies' efforts, all bear witness to the importance attached to the subject in Denmark (DK9703104F). Whereas a number of OECD countries cut public spending on vocational training in the period from 1991 1996, Denmark doubled public spending to 1.15% of GNP.

In 1995, almost half of all Danes over the age of 15 at some point participated in further vocational training, and according to the European Commission's Key data on education in the European Union 1997, seven out of 10 Danes have accepted the need for lifelong learning. However an opinion poll conducted by the Gallup institute on 10 March 1998 suggests that motivation is a problem among unskilled workers without formal training. Four out of 10 replied that they had no need for vocational training in order to carry out their present job.
