Обществени услуги

Обществените услуги, като здравеопазване, образование, социални грижи и транспорт, са от съществено значение за постигане на високи степени на социална закрила, социално сближаване и социално приобщаване. Но именно качеството на услугите и достъпът до тях определя техния успех в променящите се социални и демографски условия.

Предизвикателството пред съставителите на политики е да се организират и предоставят здравни и социални услуги, които отговарят на променените нужди на гражданите. Това предизвикателство се усложнява от тежки финансови ограничения през последните години и от нарастващо търсене, дължащо се, от една страна, на застаряване на населението и от друга, на притока на бежанци към Европа. В допълнение на достъпността и качеството възникват и по-нови проблеми. Сред тях са рискът, че нови цифрови канали за предоставяне на услуги могат да изолират общностите, намиращи се вече в неравностойно положение, и потенциалните трудности при осигуряване на стандартите за достъп до услугите и тяхното качество.

Пакетът за социалните инвестиции, иницииран от Комисията през 2013 г., приканва държавите членки да отделят повече внимание на качествените обществени услуги. Освен това стратегията на Комисията за цифров единен пазар за Европа, приета през 2015 г., поставя ударение върху модернизиране на обществените услуги като начин за повишаване на конкурентоспособността. Внедряването на нови технологии, обществени услуги онлайн и трансгранична оперативната съвместимост са от решаващо значение за повишаване на икономическата ефективност и качеството на услугите. През април 2017 г. Комисията стартира пакета „Европейски стълб на социалните права“, сред чиито основни принципи са включени достъп до качествено образование, образование и грижи в ранна детска възраст, здравни грижи, социални жилища и други важни услуги.

Дейност на Еurofound

Eurofound проучва нуждите на гражданите изобщо със специален акцент върху младите хора, по-възрастните хора, хората с проблеми с физическото или психичното здраве и хората от мигрантски произход. Агенцията наблюдава и анализира промените в обществените услуги, дължащи се на бюджетни ограничения, изменения на политиките и напредък на технологиите и цифровизацията. Посредством задълбочено проучване на опита, в изследванията на обществените услуги от Еurofound се разглеждат също перспективите на доставчиците на услуги и техния отговор на променящите се нужди на ползващите ги.

Основни приноси

В анализ от Европейското проучване за качеството на живот (EQLS), извършено от Еurofound, се проучва въздействието на кризата върху европейското общество и това как европейците възприемат качеството на своите общества и предоставяните от тях обществени услуги. Задълбочени изследвания са посветени на редица ключови теми, сред които въздействието на икономическата криза и реформите на социалните системи върху стандартите на живот и качеството на обществото.

По-конкретно и използвайки данни от ЕQLS, проучването разгледа социалните неравенства в четири сфери на живота от решаващо значение: здраве, стандарт на живот, продуктивни дейности и оценка на дейностите, както и личен, семеен и социален живот. Семействата също бяха акцент на анализа, в който се разглежда променящото се качество на живот в целия ЕС за различните видове семейства с деца и се сравняват техните стандарти на живот и социалното им положение. 

Други области на интерес бяха социалните и икономическите разходи и последиците от лошите жилищни условия, както и ръстът на частните доставки на болнични услуги в цяла Европа. Освен това предмет на обсъждане беше нарастващият приток на мобилни граждани към обществените услуги на държавите — членки на ЕС.

Важни теми за Еurofound бяха мерките в подкрепа на социалното приобщаване на младите хора и опитът от изпълнение на схемата по гаранцията за младежта. Освен това достъпът до услугите за образование и грижи в ранна детска възраст и качеството на тези услуги заемаха все по-видно място в политическия дебат в ЕС и бяха в центъра на проучванията на Еurofound.

Като използва данни от четвъртото ЕQLS, проведено през 2016 г., проучването на Еurofound ще изследва доколко обществените услуги отговарят на нуждите на социалните групи да бъдат в помощ на съставителите на политики за предоставяне на адекватни и подходящи социални услуги. Еurofound ще разгледа въздействието на цифровизацията по всички социални и географски граници, като проучи как организирането и предоставянето на здравни и социални услуги могат да бъдат подпомогнати от новите технологии.

Social inclusion: Protecting young people and children

Measures to support the social inclusion of young people and experience of the implementation of the reinforced Youth Guarantee have been important topics for Eurofound. In addition, access to early childhood education and care services and the quality of such services have been gaining greater prominence in the EU policy debate around the European Child Guarantee and have also been the focus of Eurofound research.

Focus on various public services

Other areas of interest for Eurofound include housing unaffordability and inadequacy, as well as household over-indebtedness and debt advisory services. Research has also explored access to energy, public transport and digital communications for people on low incomes. 

Future research will focus on mental health services and services facilitating independent living. Furthermore, the impact of the inflow of mobile citizens on the public services of EU Member States will be an important consideration.
