Индустриални отношения

Синдикати, организации на работодателите и публични органи — всички те имат своя роля в управлението на трудовите правоотношения. Те са взаимосвързани части на система, която функционира на европейско, национално, секторно, регионално и фирмено равнище. През последните години, с развитието на технологиите и формите на заетост в една постоянно изменяща се икономическа среда, системите на индустриалните отношения бяха изправени пред големи предизвикателства.

В този контекст през 2015 г. Европейската комисия инициира „ново начало“ за европейски социален диалог. В съвместна декларация през юни 2016 г. Комисията, Съветът на Европейския съюз и социалните партньори изтъкнаха неговата важна роля като съществен съставен елемент от разработването на политики от ЕС в областта на заетостта и социалните отношения.

Дейност на Еurofound

Вече над 40 години Еurofound се развива като ключов център за експертни знания в областта на наблюдението и анализа на тенденциите в индустриалните отношения. Това включва връзки между социалния диалог на европейско и национално равнище. Въз основа на знанията, събрани в нейната мрежа от европейски кореспонденти в 28 държави — членки на ЕС, и Норвегия, Агенцията установи тенденциите във всички държави членки и в ЕС като цяло. 

Основни приноси

Еurofound извърши редица сравнителни анализи, публикува статии и проучвания на опита в целия ЕС-28 и Норвегия в областта на индустриалните отношения, и поддържа редовно актуализирани бази данни по свързани теми.

В ново проучване са изследвани и обсъдени ключови измерения и показатели, свързани със системите на индустриалните отношения в Европа през ХХІ век. Друго направление на изследването разглежда как социалните партньори в ЕС и Норвегия са проучили нови теми, инструменти и иновативни подходи в отговор на многобройните нови политически, законодателни и социални предизвикателства, възникнали през последните години.

Заплащането и работното време продължават да бъдат области, представляващи интерес, които се преразглеждат ежегодно. При един от елементите на последната актуализация на възнагражденията ударението е поставено върху законоустановените равнища на минималните заплати в целия ЕС, а при друг то е върху колективното договаряне на заплатите.

От 2006 г. Eurofound извършва проучвания относно представителността на европейските организации на секторните социални партньори, възложени от Европейската комисия.
