Pramonės politika

Pramonės politika reiškia intervenciją arba vyriausybės politiką, kuria bandoma pagerinti verslo aplinką arba pakeisti ekonominės veiklos struktūrą sektorių, technologijų ar užduočių atžvilgiu. Tikimasi, kad tokios intervencijos suteiks geresnes ekonomikos augimo ar visuomenės gerovės perspektyvas.

Europos pramonė susiduria su dideliais iššūkiais besikeičiančioje pramonės aplinkoje. Pramonės ateitis priklauso nuo jos gebėjimo laikui bėgant prisitaikyti ir diegti naujoves. Tai reiškia, kad reikia investuoti į naujas technologijas ir priimti pokyčius, atsirandančius dėl didėjančio skaitmeninimo ir perėjimo prie mažo anglies dioksido kiekio technologijų ir žiedinės ekonomikos.

Digitisation in the workplace

Research into the transformative potential of the digital revolution tends to take a quantitative approach in an attempt to monitor changes in employment levels due to digitalisation. The fear of potential job losses and negative disruption brought about by digital technologies has permeated the policy debate on digitalisation. In contrast, this report, based on case study research, takes a more qualitative approach to exploring the impact of selected digital technologies (internet of things, 3D printing, and virtual and augmented reality) in the workplace. While digital technologies can bring many opportunities and have been shown to be beneficial for both workers and organisations, there is a need to put safeguards in place to ensure employee data protection and privacy. A well-functioning social dialogue is also key to reaping the benefits of digital technologies and preventing – or minimising – any negative outcomes.

Europe’s low-carbon transition makes economic sense
At the very outset of its mandate, the new European Commission presented the European Green Deal, establishing the objective of becoming the first climate-neutral bloc in the world by 2050. The initiative emphasises the seriousness which the European Commission places on the climate and biodiversity challenges Europe faces in the coming decades and proposes an unprecedented mobilisation of resources to finance a transition to a sustainable economy.

Game-changing technologies: Transforming production and employment in Europe

Innovation and technological advancement are natural features of developed economies, and they are necessary to maintain and improve sustainable competitiveness in an era of globalisation. However, while most innovation tends to be incremental, some has a disruptive effect on production and service provision, the labour market and social dialogue. This report discusses a selection of eight so-called ‘game-changing technologies’ (advanced robotics, additive manufacturing, the Internet of Things, electric vehicles, autonomous vehicles, industrial biotechnologies, blockchain and virtual and augmented reality). Each of these has the potential to substantially change business activities, work and employment in Europe. Looking at both the manufacturing and services sectors, this report gives an indication of how these technologies might be adopted and how they are expected to affect the labour market.

Peter Kerckhofs yra EUROFOUND Profesinio gyvenimo skyriaus vyresnysis mokslinių tyrimų vadovas. Jo darbe daugiausia dėmesio skiriama socialinių partnerių vaidmeniui Europos semestre ir nacionalinėms ataskaitoms apie darbo santykių pokyčius. Peter turi didelę patirtį kuriant reprezentatyvumo studijų metodiką, taikant Europos ir nacionalinius reprezentatyvumo kriterijus konkrečiame skirtingų sektorių kontekste, taip pat kaupiant išsamias žinias apie darbo santykių kraštovaizdį įvairiuose sektoriuose. Peter taip pat dirbo su projektais, susijusiais su Europos darbo tarybomis ir Europos sektorių socialiniu dialogu. Prieš prisijungdamas prie Eurofound, jis dirbo ETUI ir UCL tyrėju, EMCEF politiniu sekretoriumi ir KU Leveno socialinių mokslų fakulteto doktorantūros mokyklos moksliniu koordinatoriumi. Jis yra įgijęs socialinio darbo bakalauro laipsnį ir politikos mokslų magistro laipsnį KU Leuven ir tarptautinių santykių laipsnį UCL, taip pat darbo santykių daktaro laipsnį Mančesterio universitete.

John Hurley

Senior research manager
Employment research

John Hurley is a senior research manager in the Employment unit at Eurofound. He took up the role of research manager in February 2012. He contributes to a number of research projects including the European Jobs Monitor and has authored or co-authored over 20 reports as well as journal contributions and edited collections during his time at Eurofound. His main research interests are in the areas of comparative labour market analysis, restructuring and the changing world of work. John is a graduate of both Trinity College Dublin and University College Dublin.
