I løbet af de 10 år fra 2014 til 2024 steg antallet af socialarbejdere i EU fra 8 millioner til 10 millioner. De udgør nu 5 % af EU's samlede arbejdsstyrke. Samtidig står sektoren over for mangel på arbejdskraft og er fortsat kendetegnet ved lave lønninger – ca. 20 % lavere end gennemsnitslønnen i medlemsstaternes økonomier som helhed.
