Can Europe deliver for its children?
In this episode of Eurofound Talks Mary McCaughey speaks with Eurofound Research Manager Daniel Molinuevo about the European Child Guarantee, how bad the situation is with regard to child poverty and social exclusion in Europe, what Member States have committed to doing about it, what the implications are for workers and civil society, and what prospects there are for the future.
Fighting child poverty has become a central dimension of EU social policy. One of the European Commission’s flagship social policy initiatives is the European Child Guarantee: established in 2021 by Council Recommendation, the aim of the Guarantee is to tackle child poverty by ensuring access to key services (such as healthcare) and resources (such as decent housing) for children in need – defined as children at risk of poverty or social exclusion.

Mary McCaughey
Head of UnitMary McCaughey er informations- og kommunikationschef i Eurofound. Hun er uddannet fra Trinity College i Dublin og College of Europe i Brügge og begyndte at arbejde i Bruxelles med Europolitics og Wall Street Journal Europe. Hun arbejdede for Association of European Parliamentarians with Africa (AWEPA) i Sydafrika under landets overgang til demokrati, og i 1998 tiltrådte hun stillingen som talsmand for Den Europæiske Unions delegation i Pretoria, hvor hun ledede dens presse- og informationsafdeling under forhandlingerne om frihandelsaftalen mellem EU og Sydafrika. Efter afslutningen af Kosovo-krigen arbejdede hun som kommunikationskonsulent for Det Europæiske Genopbygningsagentur i Serbien. Hun tiltrådte stillingen som chefredaktør i Eurofound i 2003.
Daniel Molinuevo
Senior research managerDaniel Molinuevo er forskningsleder i enheden for socialpolitik og blev ansat hos Eurofound i 2010. Hans forskning i sundheds- og socialpleje har fokuseret på kvaliteten og tilgængeligheden af tjenester, deres digitale transformation og personalets arbejdsvilkår. Hans arbejde har primært fokuseret på tjenester til børn, både hos Eurofound og hos UNICEF, hvor han i 2021 arbejdede med at støtte gennemførelsen af den europæiske børnegaranti. Han studerede sociologi i Salamanca, Spanien og på Humboldt-universitetet i Berlin. Han har en MA i europæiske politiske og administrative studier fra College of Europe i Brugge og en MSc i europæisk socialpolitik fra London School of Economics, hvor han også arbejdede som forsker.
