On 5 November 2013, Malta’s budget for 2014 was presented to the Parliament
of Malta [1]. It was the first budget presented by the Maltese Labour Party
(Partit Laburista [2]) after its victory in the general election held in
March 2013. The budget included a number of employment and labour market
measures which by and large were welcomed by all the social partners.
Austria’s annual main bargaining round takes place in the autumn and
traditionally starts with the strong and influential metalworking industry.
For the second time in a row, the Federal Economic Chamber’s (WKO [1]) six
subsectoral employer organisations conducted separate negotiations, having,
in 2012, left the bargaining community to which they had belonged for 40
years (*AT1212011I* [2]). The unions strongly opposed this step, having
adopted a resolution in September to maintain a communal collective
agreement. They also condemned employers’ aspirations to move important
decision-making away from collective to company level.
In Austria’s retail sector, more than half a million white-collar
employees, mostly women, will be covered by a new, innovative two-year
collective agreement concluded between the social partners on 13 November
2013.
The mining company OKD [1], which has around 13,000 staff, faces economic
difficulties (CZ1307029I [2]). In May 2013, it announced job and wage cuts
the sale of part of its property.
This report presents the findings of a research project exploring the involvement of new partners – in particular, the social partners, civil society and people in vulnerable situations – in social innovation. The research was carried out at EU level – focusing especially on the role of the European Social Fund (ESF) in social innovation – and in six Member States: Austria, Bulgaria, Ireland, Italy, Poland and Sweden. It examined the innovation and social partnership culture in each country, and analysed to what extent national-level policies have been triggered by EU policy.
Luxembourg, with a population of 502,066 in 2010, is a unitary state with two layers of government: the dominant central government and the municipalities, or communes. The state is characterised by a highly centralised administrative structure in that all legislative powers are concentrated at central level. The 106 municipalities are the only example of decentralisation. The centralised nature of the administrative structure is also underlined by the fact that the management of all the Luxembourgish public employees is the responsibility of the Ministry of Civil Service and Administrative Reform (Ministère de la Fonction publique et de la Réforme administrative), which is in charge of the development and implementation of civil service laws, on the one hand, and the modernisation of personnel and organisational management, on the other. As a state employer, this ministry negotiates with the trade unions on all questions related to remuneration of all public employees in the public sector. Finland is a unitary state where the highest organs of government are the parliament, the president and the government. The Finnish public administration has two tiers: the state administration and the self-governing municipalities. The state administration operates on all three administrative levels (national or central, regional and local administration level), with the national level being the major area of operation. The municipal administration operates on regional and local levels. Since the majority of the municipalities are rather small (half of them have fewer than 5,000 inhabitants), the most demanding tasks, such as specialised healthcare, are provided through cooperative arrangements. The total number of people employed in the public sector grew from around 317,000 in 2001 to 360,000 in 2008, a growth of 14%. Excluding commercial state-sponsored bodies, the numbers employed in the public service grew from 270,000 in 2000 to 320,000 in 2008, a growth of 19%. Since the financial recession, however, there has been a significant drop in the numbers employed in both the public sector and public service from 2008, with a drop of just under 6% in each case. Germany is a federal country made up of 16 federal states (Länder) and the federation (Bund). The Länder are states with sovereign rights and responsibilities that are not devolved from the federation, but are granted to them by the Basic Law. Each state has its own government, parliament, courts and legislative as well as executive powers. Therefore, power is divided between the federation and the states according to tasks and functions. As part of its response to Russia’s war on Ukraine, the EU swiftly activated its Temporary Protection Directive for those fleeing the conflict in Ukraine – enabling displaced persons to settle in the EU and have access to the labour market and basic public services. This policy brief highlights the main barriers encountered by these refugees (over 5 million people to date) when seeking a job and provides suggestions on how to facilitate their integration.
With the expansion of telework and different forms of hybrid work as a result of the COVID-19 pandemic, it is important for policymakers to consider both the opportunities and the negative consequences that may result. This report will explore potential scenarios for such work. In doing so, it will identify trends and drivers, and predict how they might interact to create particular outcomes and how they are likely to affect workers and businesses. The term ‘hybrid work’ became popular due to the upsurge of telework during the COVID-19 pandemic. The term has been increasingly used to refer to situations in which (teleworkable) work is performed both from the usual place of work (normally the employer’s premises) and from home (as experienced during the pandemic) or other locations. However, the concept of hybrid work is still blurry, and various meanings are in use. This topical update brings clarity to this concept by exploring available information from recent literature and the Network of Eurofound Correspondents.
Housing affordability is a matter of great concern across the EU. Poor housing affordability leads to housing evictions, housing insecurity, problematic housing costs and housing inadequacy. These problems negatively affect health and well-being, create unequal living conditions and opportunities, and come with healthcare costs, reduced productivity and environmental damage. Private market tenants face particularly large increases in the cost of housing.
Eurofound's annual review of minimum wages reports on the development of statutory and collectively agreed minimum wages across the EU and the processes through which they were set. The focus of this year’s report is on the impact of high inflation on the setting of minimum wage rates. In addition, new figures on the net value of minimum wages are presented, along with the latest policy-relevant research in the EU Member States and Norway.
Building on previous work by Eurofound, this report will investigate intergenerational dynamics over time. During the 2008 double-dip recession, worrying intergenerational divides appeared in many Member States, and while some of the economic and social impact of the COVID-19 pandemic is universal, early data suggests disparities across demographic cohorts. Eurofound will examine how different age groups may have been affected in terms of their health, labour market participation, quality of life and financial needs, both in the short term and in the long term.
The COVID-19 pandemic triggered an extraordinary level of provision of social services across the EU. Healthcare and care providers carried much of the burden and, together with essential services, played a crucial role in getting citizens through the crisis. This report explores how public services adapted to the new reality and what role was played by the digital transformation of services. The aim is to contribute to the documentation and analysis of changes in funding, delivery and use of healthcare and social services during the pandemic.
Are the policies required to meet the commitments outlined under the EU’s plan for a green transition, the Fit-for-55 package, and the associated budgetary commitments – the Green New Deal – likely to lead to positive or negative employment outcomes by 2030? What types of jobs will be created or destroyed? Will shifts in employment be skewed towards the bottom, middle or top of the job–wage distribution? This report aims to provide answers to these questions, using macro-modelled estimates of the likely impacts of these policies on the structure of employment.
