  • I vissa sektorer är man bekymrad över att arbetsmarknadsparternas krav på genomförande av deras avtal genom EU-lagstiftning har avvisats och att det krävs starkare kopplingar mellan EU-nivån och den nationella nivån.
  • På nationell nivå varierar fortfarande förhållandet mellan arbetsmarknadens parter i hög grad inom EU. Eurofounds analys pekar på en tydlig skillnad mellan de (nordiska och kontinentala) länder som har den starkaste företagsdemokratin och de södra, liberala, centrala och östra medlemsstaterna.
  • Färre än en av tre arbetsplatser (med 10 eller fler arbetstagare) i EU (29 procent) har någon form av arbetstagarrepresentation. Lagstadgade krav är en viktig drivkraft för sådan representation.
  • Investeringar i social dialog under ”goda tider” gör att den kan utnyttjas i kristider. En översyn av de första politiska åtgärderna mot covid-19-pandemin visar att arbetsmarknadsparternas deltagande i allmänhet var starkare i de länder där den sociala dialogen traditionellt har spelat en viktig roll.

Som en del av sitt uppdrag att främja dialogen mellan arbetsmarknadens parter har Eurofound övervakat och analyserat arbetsmarknadsrelationernas utveckling på EU-nivå och i EU:s medlemsstater i över 40 år. Denna flaggskeppsrapport bygger på arbetet i detta sammanhang under den senaste programperioden (2015–2019). Den bygger på Eurofounds omfattande löpande övervakning av arbetsmarknadsrelationerna och den sociala dialogen. Rapportens övergripande syfte är att hjälpa beslutsfattare och arbetsmarknadens parter både att förstå hindren för den sociala dialogen och att hitta möjliga sätt att bidra till balanserade och välfungerande arbetsmarknadsrelationer.

This report presents the results of research conducted largely prior to the outbreak of COVID-19 in Europe in February 2020. For this reason, the results do not fully take account of the outbreak.
