Every four years Eurofound reviews its strategy and the orientation to be given to its work and after widespread consultation prepares a four-year rolling programme. Within the context of the four-year programme, a detailed annual programme of work is prepared and proposed for adoption by the Management Board.

The programmes are the outcome of detailed deliberations of the groups making up the Management Board as well as with the Institutions of the Union.

    The year 2015 marks the third year of implementation of Eurofound’s four-year work programme 2013–2016, From crisis to recovery: Better informed policies for a competitive and fair Europe. The multiannual strategy laid down in the four-year programme provides Eurofound with a clear framework for the development of its annual programmes. The programme describes the policy context in which the Agency operates and defines the mission of the organisation and its core areas of expertise. It identifies four policy priority areas where Eurofound will provide high-quality, timely and policy-relevant knowledge as input to better informed policies. This is the Agency’s strategic objective for the 2013–2016 period.

    The focus of Eurofound’s 2014 work programme will be on providing knowledge that will help to address Europe’s employment and social crisis. In relation to employment, the Agency will continue to provide information on ongoing changes in the employment structure. To support policies aimed at combating unemployment, the focus will be on job creation in SMEs and on initiatives for young people. For those in employment, sustainable working conditions throughout working life, as well as company practices that improve both working conditions and company performance, will be central research interests. The social crisis experienced in many Member States is closely related to the tightening of public budgets. Public services will receive special attention, with research examining how access, quality and effectiveness are impacted by the crisis and aiming to identify where and how they have successfully adapted to the dual challenge of increased demand for services and declining resources. These questions will guide research on a number of specific services and on social benefits.

    In 2013, Eurofound will focus on developing its capacity in the area of policy evaluation. The aim is to improve support to policymakers in identifying and understanding which policies in the employment and social area have been more effective than others. Eurofound’s core activity of monitoring developments across Member States is of particular relevance in 2013 as increasing divergence between Member States is a key concern.

    Nadace Eurofound zahajuje svůj nový čtyřletý pracovní program v době, kdy před Evropou stojí jedny z největších úkolů v její historii. Perspektivy hospodářského a sociálního rozvoje v Evropě i dalších částech světa jsou stále nejasnější. Priority programu, který byl vypracován s ohledem na tyto sociální a hospodářské souvislosti a s důrazem na tyto klíčové naléhavé požadavky, jasně odrážejí jak okamžitou výzvu vypořádat se s krizí, tak střednědobý cíl dosáhnout pokroku směrem ke konkurenceschopné a spravedlivé Evropě – a to samozřejmě s celkovou ambicí mít Evropu „zpět na správné cestě“. Tento program vycházející z více než 30 let výzkumu a dborných znalostí, které slouží evropským rozhodovacím činitelům (orgánům EU, vnitrostátním vládám a sociálním partnerům), představuje strategický rámec pro práci Evropské nadace pro zlepšení životních a pracovních podmínek na období let 2013 až 2016.

    The year 2012 marks the last year of Eurofound’s four-year 2009–2012 work programme Europe at work: Better life and opportunities for all. The drivers of change listed in the four-year-programme – globalisation, technological change, climate change and the demographic challenge – remain, but due to the financial and economic crisis, emphasis has shifted, and the impact of the crisis as well as the issues of stimulating growth and job creation have gained prominence. While continuing to focus on the completion of work under the current 4 year programme, the discussion on the priorities for the next four years will be a key part of Eurofound’s strategic work during 2012.

    The four drivers of change identified in Eurofound’s 2009-2012 work programme, globalisation, demographic change, technological change and climate change, remain challenges at global and European levels. These challenges are reflected in the Europe 2020 strategy. The demographic changes in particular are amplified in dealing with the impact of the recession. The impact of the economic and employment crisis sees greater emphasis on some socio-economic priorities, such as: Measures to stimulate job creation, competitiveness and employment; Labour market activation, youth employment and ageing workforce; Structural reforms in Member States to ensure long-term sustainability of their public finances and social protection systems; Reducing poverty and social exclusion. Against this background Eurofound will address in 2011 the growing challenges for: Sustainable, efficient and effective public sector; and Job creation, European structural weaknesses and competitiveness developments.
