Can Europe deliver for its children?
In this episode of Eurofound Talks Mary McCaughey speaks with Eurofound Research Manager Daniel Molinuevo about the European Child Guarantee, how bad the situation is with regard to child poverty and social exclusion in Europe, what Member States have committed to doing about it, what the implications are for workers and civil society, and what prospects there are for the future.
Fighting child poverty has become a central dimension of EU social policy. One of the European Commission’s flagship social policy initiatives is the European Child Guarantee: established in 2021 by Council Recommendation, the aim of the Guarantee is to tackle child poverty by ensuring access to key services (such as healthcare) and resources (such as decent housing) for children in need – defined as children at risk of poverty or social exclusion.

Mary McCaughey
Head of UnitMary McCaughey ist Leiterin der Abteilung Information und Kommunikation bei Eurofound. Als Absolventin des Trinity College in Dublin und des Europakollegs in Brügge begann sie in Brüssel bei Europolitics und dem Wall Street Journal Europe zu arbeiten. Während des Übergangs des Landes zur Demokratie arbeitete sie für die Vereinigung der Europäischen Parlamentarier mit Afrika (AWEPA) in Südafrika und übernahm 1998 den Posten der Sprecherin der Delegation der Europäischen Union in Pretoria, wo sie während der Verhandlungen über das Freihandelsabkommen zwischen der EU und Südafrika die Presse- und Informationsabteilung leitete. Nach dem Ende des Kosovo-Krieges arbeitete sie als Kommunikationsberaterin für die Europäische Agentur für Wiederaufbau in Serbien. 2003 übernahm sie den Posten der Chefredakteurin von Eurofound.
Daniel Molinuevo
Senior research managerDaniel Molinuevo ist seit 2010 Forschungsmanager im Referat Sozialpolitik bei Eurofound. Seine Forschung im Gesundheits- und Sozialwesen konzentriert sich auf die Qualität und Zugänglichkeit von Dienstleistungen, deren digitale Transformation und die Arbeitsbedingungen des Personals. Seine Arbeit konzentrierte sich hauptsächlich auf Dienstleistungen für Kinder, sowohl bei Eurofound als auch bei UNICEF, wo er 2021 die Umsetzung der Europäischen Kindergarantie unterstützte. Er studierte Soziologie in Salamanca, Spanien und an der Humboldt-Universität zu Berlin. Er hat einen MA in European Political and Administrative Studies vom Europakolleg in Brügge und einen MSc in European Social Policy von der London School of Economics, wo er auch als Forscher tätig war.
