Event background

This informal ministerial meeting brought together 27 ministers responsible for employment and social policy. The participants discussed the working topics of the Czech Presidency of the Council of the EU, especially the impact of energy poverty and the Ukrainian crisis.

On 14 October, following interventions by the EU Presidency and Nicolas Schmit, EU Commissioner for Jobs and Social Rights, Eurofound’s Executive Director, Ivailo Kalfin, fed into the discussions drawing on Eurofound’s most recent data with a presentation on the impact of raising energy prices on the social situation of EU Member States.

Uzmanības novirzīšana no enerģijas subsīdijām uz enerģētiskās atkarības samazināšanu

Krievijas iebrukums Ukrainā un no tā izrietošās sankcijas ir izraisījušas enerģijas cenu pieaugumu. Valdības, kas cenšas mazināt cenu pieauguma negatīvo ietekmi uz mājsaimniecībām, ir ieviesušas enerģijas subsīdijas un PVN samazinājumus elektroenerģijai, gāzei un degvielai. Lai gan šāda politika var būt nepieciešama, lai aizsargātu tos, kam tas visvairāk nepieciešams, enerģijas patēriņa subsidēšana ir īstermiņa risinājums – tā ir īslaicīga, daļēja kompensācija, kas ne vienmēr sasniedz tos, kas ir vissmagāk cietuši. Turklāt fosilā kurināmā enerģijas izmantošanas subsidēšana ir pretrunā ES mērķiem ierobežot oglekļa emisijas un saglabāt enerģētisko atkarību no trešām valstīm, piemēram, Krievijas.
