Their relative representativeness legitimises their right to be consulted and their capacity to negotiate agreements. Cilvēki, kas saskaras ar mājokļa pieejamības problēmām, ir pakļauti atstumtības riskam, nedrošībai par to, ka viņiem ir jāatstāj mājas, viņi nevar atļauties citas lietas augsto mājokļa izmaksu dēļ un viņiem ir jāpaliek viņu vajadzībām nepiemērotos mājokļos. Pieaugot dzīves izmaksām, enerģētiskā nabadzība rodas ģimenēm ar zemākiem ienākumiem, kuras nespēj atļauties uzturēt mājokļus pietiekami siltus vai segt īres vai hipotekāros maksājumus. Tajā pašā laikā bezpajumtniecība pieaug lielākajā daļā dalībvalstu.
