Rappreżentanza
Ir-rappreżentanza hija t-terminu użat mill-Kummissjoni Ewropea fid-determinazzjoni tal-parteċipanti leġittimi fid-djalogu soċjali, previst fl-Artikoli 154/155 tat-Trattat dwar il-Funzjonament tal-Unjoni Ewropea (TFUE). Biex jikkwalifikaw, l-organizzazzjonijiet iridu jirrelataw ma' setturi jew kategoriji speċifiċi u jkunu organizzati fil-livell Ewropew, ikollhom organizzazzjonijiet membri li huma rikonoxxuti u parti integrali mill-istruttura tas-sħubija soċjali ta' Stat Membru bil-kapaċità li jinnegozjaw ftehimiet, u jkollhom strutturi adegwati biex jiżguraw parteċipazzjoni effettiva fil-proċessi ta' konsultazzjoni.

Rappreżentanza tal-organizzazzjonijiet Ewropej tal-partners soċjali: Settur tal-agrikoltura – 2026
Dan l-istudju jipprovdi informazzjoni li tippermetti valutazzjoni tar-rappreżentattività tal-organizzazzjonijiet involuti fil-kumitat Ewropew ta' djalogu soċjali sektorjali għas-settur agrikolu. Ir-rappreżentanza relattiva tagħhom tleġittimizza d-dritt tagħhom li jiġu kkonsultati u l-kapaċità tagħhom li jinnegozjaw ftehimiet. L-għan tal-istudji ta' Eurofound dwar ir-rappreżentanza huwa li jidentifikaw l-organizzazzjonijiet nazzjonali u Ewropej ta' sħab soċjali rilevanti fis-settur. Dan l-istudju jidentifika l-Federazzjoni Ewropea tal-Unjins tal-Ikel, l-Agrikoltura u t-Turiżmu (EFFAT), li jirrappreżentaw lill-impjegati, u l-Grupp tal-Impjegaturi tal-Organizzazzjonijiet Agrikoli Professjonali fl-Unjoni Ewropea / il-Kumitat tal-Organizzazzjonijiet Professjonali Agrikoli fl-Unjoni Ewropea (GEOPA-COPA), li jirrappreżentaw lill-impjegaturi, bħala l-aktar organizzazzjonijiet rappreżentattivi ta' sħab soċjali fil-livell Ewropew fis-settur tal-agrikoltura.

This study provides information allowing for an assessment of the representativeness of the actors involved in the European sectoral social dialogue committee for the personal services sector.Il-Eurofound twettaq studji dwar ir-rappreżentanza tal-organizzazzjonijiet settorjali Ewropej tal-imsieħba soċjali, f'konformità mat-talba li rċeviet mill-Kummissjoni fl-2006.
Dawn l-istudji dwar ir-rappreżentanza jitwettqu f'diversi setturi u huma mfassla biex jipprovdu l-informazzjoni bażika meħtieġa għat-twaqqif u l-funzjonament tal-kumitati Ewropej tad-djalogu soċjali settorjali. Ir-riċerka għandha l-għan li tidentifika l-organizzazzjonijiet nazzjonali u Ewropej rilevanti tal-imsieħba soċjali f'kull settur fil-qasam tar-relazzjonijiet industrijali fl-Istati Membri tal-UE.
Għaxar snin wara li twettqu dawn l-istudji għall-ewwel darba, il-Eurofound analizzat il-kunċett Ewropew tar-rappreżentanza, u rrevediet elementi ewlenin bħas-suċċess elettorali, is-saħħa organizzattiva f'termini ta' sħubija, u l-kapaċità ta' negozjar. L-analiżi tista' tikkontribwixxi għad-diskussjoni dwar jekk l-elementi tal-metodoloġija tal-Eurofound fl-istudji tar-rappreżentanza tagħha għandhomx jiġu aġġustati.
Fil-livell ta' l-UE, il-Kummissjoni Ewropea ddeskriviet għall-ewwel darba l-kunċett ta' rappreżentanza fl-1993, u ddefinixxiet b'mod aktar ċar fl-1998 fid-Deċiżjoni tagħha 98/500/KE dwar it-twaqqif ta' Kumitati ta' Djalogu Settorjali. Ir-rappreżentanza tifforma l-bażi biex l-organizzazzjonijiet tal-imsieħba soċjali Ewropej ikunu jistgħu jiġu inklużi fil-lista ta' organizzazzjonijiet li għandhom jiġu kkonsultati mill-Kummissjoni kif stabbilit fl-Artikolu 154 tat-TFUE, u biex tiġi pprovduta implimentazzjoni legalment vinkolanti tal-ftehimiet tagħhom kif stabbilit fl-Artikolu 155 tat-TFUE. Ir-rappreżentanza tilleġittimizza r-rwol u l-parteċipazzjoni effettiva tagħhom fil-kumitati Ewropej tad-djalogu soċjali settorjali. Huwa wkoll dwar il-kapaċità ta' negozjar, li hija kruċjali fin-negozjati li jwasslu għal ftehimiet implimentati permezz ta' Deċiżjoni tal-Kunsill.

Representativeness of the European social partner organisations: Extractive industries sector
This study provides information allowing for an assessment of the representativeness of the actors involved in the European sectoral social dialogue committee for the extractive industries sector. Their relative representativeness legitimises their right to be consulted, their role and effective participation in the European sectoral social dialogue, and their capacity to negotiate agreements. The aim of Eurofound’s studies on representativeness is to identify the relevant national and European social partner organisations in the EU Member States. This study assesses the representativeness of IndustriAll Europe, representing trade unions in the extractive industries sector, and Euracoal, Euromines, IMA-Europe, Aggregates Europe – UEPG, and APEP, representing the employers and companies, in the European sectoral social dialogue committee for extractive industries.

Representativeness of the social partners in European cross-industry social dialogue
This study provides information to allow for an assessment of the representativeness of the national and supranational social partners at cross-industry level in the EU. Their relative representativeness legitimises their right to be consulted, their role and effective participation in the European cross-industry social dialogue, and their capacity to negotiate agreements. The aim of Eurofound’s representativeness studies is to identify the relevant national and European social partner organisations in the field of industrial relations in selected sectors in the EU Member States. This study identified ETUC, BusinessEurope, SMEunited and SGI Europe as the most representative social partner organisations at cross-industry level in the EU.

Their relative representativeness legitimises their right to be consulted, their role and effective participation in the European sectoral social dialogue and their capacity to negotiate agreements. The aim of Eurofound’s studies on representativeness is to identify the relevant national and European social partner organisations in the field of industrial relations in the EU Member States. This study identifies EFFAT – representing employees – and FoodDrinkEurope – representing employers – as the representative European-level social partner organisations in the food and drink sector.

Their relative representativeness legitimises their right to be consulted, their role and effective participation in the European sectoral social dialogue and their capacity to negotiate agreements. The aim of Eurofound’s studies on representativeness is to identify the relevant national and European social partner organisations in the EU Member States. This study identified EURO-MEI, FIA and FIM – representing employees – and PEARLE* – representing employers – as the representative European-level social partner organisations in the live performance sector.

This study provides information allowing for an assessment of the representativeness of the actors involved in the European sectoral social dialogue committee for the audiovisual sector. Their relative representativeness legitimises their right to be consulted, their role and effective participation in the European sectoral social dialogue and their capacity to negotiate agreements. The aim of Eurofound’s studies on representativeness is to identify the relevant national and European social partner organisations in the field of industrial relations in the EU Member States. This study identifies EURO-MEI, EFJ, FIA and FIM – representing employees – and ACT, AER, CEPI, the EBU and the FIAPF – representing employers – as the representative European-level social partner organisations in the audiovisual sector.

Industrial relations landscape in Europe
This report analyses and compares the industrial relations landscape in several sectors and activities that form a public service cluster across the 27 EU Member States and the UK – altogether employing over 57 million workers and representing 25% of the total workforce in the economy. It is based on Eurofound’s representativeness studies on the central government administration (CGA), education, human health, local and regional government (LRG), and social services sectors. The landscape includes over 500 national trade unions and around 400 employer organisations across the public services sectors, with the highest numbers of trade unions and employer organisations found in the human health sector. The aim of the study is to contribute to a better understanding of the overall industrial relations landscape of employer and union organisations in a number of sectors, while helping social partners in these sectors to further strengthen their social dialogue and build capacity.

European sectoral social dialogue: Facts and figures
European sectoral social dialogue plays an important role in promoting dialogue between the social partners in industrial sectors at European level. There are currently 43 European sectoral social dialogue committees that bring together the social partners from the EU Member States – representatives of trade unions and employer organisations – to engage in dialogue on behalf of specific sectors. This research report provides facts and figures on sectoral diversity, social partner organisations, and representativeness at EU, Member State and sectoral levels.

Research officerVictoria Cojocariu hija uffiċjal tar-riċerka għall-istudji tar-rappreżentanza fl-unità tal-Ħajja tax-Xogħol fil-Eurofound. Hija responsabbli għall-ġestjoni tal-kontribut tar-riċerka mill-korrispondenti nazzjonali tal-Eurofound, il-kontroll tal-kwalità, kif ukoll għall-kontribut għat-tfassil ta' rapporti ta' ħarsa ġenerali għall-istudji dwar ir-rappreżentanza settorjali u l-bini tad-dejta għall-Bażi tad-Data tal-Imsieħba Soċjali Ewropej. Qabel ma ngħaqdet mal-Eurofound fl-2019, Victoria ħadmet bħala koordinatur tal-programm għall-Fondazzjoni tas-Soċjetà Miftuħa fir-Rumanija u bħala riċerkatriċi għaċ-Ċentru għall-Innovazzjoni Pubblika f'Bukarest, u kkontribwixxiet għal proġetti ta' riċerka nazzjonali u internazzjonali fil-qasam tal-migrazzjoni, l-edukazzjoni, l-aċċess għas-suq tax-xogħol ta' ċittadini ta' pajjiżi terzi, kif ukoll id-drittijiet tal-bniedem. Tina Weber
Senior research managerTina Weber is a senior research manager in Eurofound’s Working Life unit. Her work has focused on labour shortages, the impact of hybrid work and an ‘always on’ culture and the right to disconnect, working conditions and social protection measures for self-employed workers and the impact of the twin transitions on employment, working conditions and industrial relations. She is responsible for studies assessing the representativeness of European social partner organisations. She has also carried out research on European Works Councils and the evolution of industrial relations and social dialogue in the European Union. Prior to joining Eurofound in 2019, she worked for a private research institute primarily carrying out impact assessments and evaluations of EU labour law and labour market policies. Tina holds a PhD in Political Sciences from the University of Edinburgh which focussed on the role of national trade unions and employers’ organisations in the European social dialogue.
