How is climate change impacting Europeans and how prepared are they? A new snapshot of Europe’s climate resilience reveals that most Europeans have already been directly affected by extreme weather and are highly concerned about future climate impacts, yet their preparedness remains limited.
This joint report by the European Environment Agency (EEA) and Eurofound, published on 4 February 2026, explores Europeans’ experience of climate-related impacts, concern about future impacts, and resilience actions taken by households and local authorities.
It highlights how climate resilience varies across regions and demographic groups, including populations that are particularly vulnerable. Importantly, the report provides the first Europe-wide overview of implemented climate resilience measures – both at the household and local authority level.
The report draws on data collected from the 2025 Eurofound Living and Working in the EU e-survey, which included over 27,000 respondents across EU-27 countries.

Michele Consolini
Research officerMichele Consolini werkt als onderzoeksmedewerker bij de eenheid Sociaal Beleid van Eurofound. Hij biedt kwantitatieve expertise over verschillende kwesties, waaronder sociale cohesie en vertrouwen, klimaatverandering en levenskwaliteit, convergentie en enquêtebeheer. Zijn huidige onderzoek kijkt naar de rol van polarisatie op sociale cohesie en vertrouwen, en de sociaaleconomische uitdagingen van de transitie naar een koolstofneutrale economie. Hij heeft een BA in Sociologie en Economie van de Alma Mater Studiorum in Bologna, Italië, en van de Radboud Universiteit Nijmegen, Nederland. Hij voltooide een Research MSc in Politieke Communicatie aan de Universiteit van Amsterdam, waar hij ook werkte als onderwijsassistent en onderzoeker op het gebied van politieke psychologie.
