Atypische werkgelegenheid

Atypische dienstverband is een verzamelnaam voor verschillende arbeidsregelingen die afwijken van het standaard dienstverband. Het gaat onder meer om tijdelijke tewerkstelling; deeltijdwerk en oproepwerk; uitzendarbeid en andere arbeidsverhoudingen met meerdere partijen; evenals verkapte arbeid en zelfstandige arbeid in loondienst. De meest relevante toekomstige ontwikkelingen op het gebied van atypisch werk, ongeacht de contractuele vorm, houden verband met digitalisering.

Self-employment in the EU: Job quality and developments in social protection

Ensuring greater social protection for self-employed people has been the subject of much policy debate in recent years. In 2019, the Council of the European Union adopted a recommendation on access to social protection for workers and the self-employed. Sudden reductions in income during the COVID-19 pandemic highlighted the vulnerability of many self-employed workers. Using data from the European Working Conditions Telephone Survey, this report examines the working conditions of different groups of self-employed people. It analyses measures taken at EU Member State level to better protect self-employed individuals against the risks of unemployment, workplace accidents and sickness, and presents lessons learned from measures implemented during the pandemic.

Societal implications of labour market instability

This report investigates the social groups whose attachment to the labour market may be unstable and who are most likely to have non-standard working arrangements, and the implications of such arrangements, and job insecurity, for workers’ well-being, social exclusion, trust, perception of fairness and political participation. The report finds that non-permanent contracts, informal work and insecure jobs are associated with negative outcomes when it comes to social exclusion and trust, while job insecurity is additionally associated with poorer well-being. Recent examples of policies addressing labour market instability are also presented, focusing on longer-term measures in the post-pandemic period.

COVID-19: Implications for employment and working life

This report sets out to assess the initial impact of the COVID-19 crisis on employment in Europe (up to Q2 2020), including its effects across sectors and on different categories of workers. It also looks at measures implemented by policymakers in a bid to limit the negative effects of the crisis. It first provides an overview of policy approaches adopted to mitigate the impact of the crisis on businesses, workers and citizens. The main focus is on the development, content and impact of short-time working schemes, income support measures for self-employed people, hardship funds and rent and mortgage deferrals. Finally, it explores the involvement of social partners in the development and implementation of such measures and the role of European funding in supporting these schemes.

Dragoș Adăscăliței is onderzoeksmedewerker bij de eenheid Werkgelegenheid van Eurofound. Zijn huidige onderzoek richt zich op onderwerpen die verband houden met de toekomst van werk, waaronder de impact van kunstmatige intelligentie op banen, de gevolgen van automatisering voor de werkgelegenheid en regelgevingskwesties rond de platformeconomie. Hij levert ook regelmatig bijdragen aan vergelijkende projecten die structurele veranderingen op de Europese arbeidsmarkten monitoren. Voordat hij bij Eurofound in dienst trad, was hij docent arbeidsverhoudingen aan de Management School van de University of Sheffield. Hij heeft een MA in Politieke Wetenschappen van de Central European University en een PhD in Sociologie van de Universiteit van Mannheim.

Carlos Vacas Soriano is senior onderzoeksmanager bij de eenheid Werkgelegenheid bij Eurofound. Hij houdt zich bezig met onderwerpen die verband houden met loon- en inkomensongelijkheid, minimumlonen, lage lonen, kwaliteit van banen, tijdelijke werkgelegenheid en segmentatie, en kwaliteit van banen. Voordat hij in 2010 bij Eurofound in dienst trad, werkte hij als macro-economisch analist voor de Europese Commissie en als onderzoeker op de Europese arbeidsmarkten bij de Spaanse centrale bank. Hij behaalde een MA in Europese Economische Studies aan het Europacollege in Brugge en een doctoraat in Arbeidseconomie aan de Universiteit van Salamanca (Doctor Europaeus).

John Hurley

John Hurley is a senior research manager in the Employment unit at Eurofound. He took up the role of research manager in February 2012. He contributes to a number of research projects including the European Jobs Monitor and has authored or co-authored over 20 reports as well as journal contributions and edited collections during his time at Eurofound. His main research interests are in the areas of comparative labour market analysis, restructuring and the changing world of work. John is a graduate of both Trinity College Dublin and University College Dublin.
