Can Europe deliver for its children?
In this episode of Eurofound Talks Mary McCaughey speaks with Eurofound Research Manager Daniel Molinuevo about the European Child Guarantee, how bad the situation is with regard to child poverty and social exclusion in Europe, what Member States have committed to doing about it, what the implications are for workers and civil society, and what prospects there are for the future.
Fighting child poverty has become a central dimension of EU social policy. One of the European Commission’s flagship social policy initiatives is the European Child Guarantee: established in 2021 by Council Recommendation, the aim of the Guarantee is to tackle child poverty by ensuring access to key services (such as healthcare) and resources (such as decent housing) for children in need – defined as children at risk of poverty or social exclusion.

Mary McCaughey
Head of UnitMary McCaughey är chef för information och kommunikation vid Eurofound. Hon har en examen från Trinity College i Dublin och College of Europe i Brygge och började arbeta i Bryssel med Europolitics och Wall Street Journal Europe. Hon arbetade med Association of European Parliamentarians with Africa (AWEPA) i Sydafrika under landets övergång till demokrati, och 1998 tillträdde hon posten som talesperson vid Europeiska unionens delegation i Pretoria, där hon ledde dess press- och informationsavdelning under förhandlingarna om frihandelsavtalet mellan EU och Sydafrika. Efter Kosovokrigets slut arbetade hon som kommunikationskonsult för Europeiska byrån för återuppbyggnad i Serbien. Hon tillträdde tjänsten som chefredaktör för Eurofound 2003.
Daniel Molinuevo
Senior research managerDaniel Molinuevo är forskningschef vid enheten för socialpolitik och började på Eurofound 2010. Hans forskning inom vård och omsorg har fokuserat på tjänsternas kvalitet och tillgänglighet, deras digitala transformation och personalens arbetsvillkor. Hans arbete har främst varit inriktat på tjänster för barn, både vid Eurofound och vid Unicef, där han under 2021 arbetade med att stödja genomförandet av den europeiska barngarantin. Han studerade sociologi i Salamanca, Spanien och vid Humboldtuniversitetet i Berlin. Han har en masterexamen i europeiska politiska och administrativa studier från College of Europe i Brygge och en masterexamen i europeisk socialpolitik från London School of Economics, där han också arbetade som forskare.
