Massimiliano Mascherini är chef för socialpolitikenheten på Eurofound sedan oktober 2019. Han började på Eurofound 2009 som forskningsledare och utformade och samordnade projekt om ungdomssysselsättning, NEETs och jämställdhet. År 2017 blev han senior forskningschef och ledde ny forskning om övervakning av konvergens inom EU. Dessutom ledde han konceptualiseringen av den europeiska livskvalitetsundersökningen 2026. År 2025 tilldelades han Brendan Walsh-priset för bästa artikel publicerad i Economic and Social Review. Tidigare var han vetenskaplig tjänsteman vid Europeiska kommissionens gemensamma forskningscentrum. Han studerade vid universitetet i Florens, där han hade aktuarie- och statistikvetenskap som huvudämne och erhöll en doktorsexamen i tillämpad statistik. År 2014 erhöll han en vetenskaplig kvalifikation som docent i social statistik och demografi från det italienska universitetets och forskningsdepartementet. Han har varit gästforskare vid University of Sydney och Aalborg University samt gästprofessor vid Pontifical Academy of Social Sciences.

Unaffordable and inadequate housing in Europe

Unaffordable housing is a matter of great concern in the EU. It leads to homelessness, housing insecurity, financial strain and inadequate housing. It also prevents young people from leaving their family home. These problems affect people’s health and well-being, embody unequal living conditions and opportunities, and result in healthcare costs, reduced productivity and environmental damage. Private tenants have faced particularly large housing cost increases, and owners with mortgages are vulnerable to interest rate increases. In addition, many owners without mortgages, especially in post-communist and southern European countries, experience poverty and housing inadequacy. The cost-of-living crisis affects people in all tenancies. Social housing and rent subsidies support many, but capacity differs across and within countries, and these measures exclude certain groups in vulnerable situations and fail to reach everyone who is entitled to them. Three quarters of Member States have Housing First initiatives – providing housing for homeless people – but these mostly operate on a small scale. This report maps housing problems in the EU and the policies that address them, drawing on Eurofound’s Living, working and COVID-19 e-survey, European Union Statistics on Income and Living Conditions and input from the Network of Eurofound Correspondents.

The data and analysis presented here cover trends and disparities in children's access to early childhood education and care, education, healthcare, nutrition and housing. This is done using a convergence analysis, which tracks whether Member States are improving in respect of specific performance indicators and whether disparities between them are expanding or narrowing. The analysis includes those indicators that are part of the common monitoring framework to assess progress with implementation of the European Child Guarantee in which it is feasible to carry out convergence analysis.
