How is climate change impacting Europeans and how prepared are they? A new snapshot of Europe’s climate resilience reveals that most Europeans have already been directly affected by extreme weather and are highly concerned about future climate impacts, yet their preparedness remains limited.
A joint report by the European Environment Agency (EEA) and Eurofound, to be published on 4 February 2026, explores Europeans’ experience of climate-related impacts, concern about future impacts, and resilience actions taken by households and local authorities.
It highlights how climate resilience varies across regions and demographic groups, including populations that are particularly vulnerable. Importantly, the report provides the first Europe-wide overview of implemented climate resilience measures – both at the household and local authority level.
The report draws on data collected from the 2025 Eurofound Living and Working in the EU e-survey, which included over 27,000 respondents across EU-27 countries.

Michele Consolini
Research officerMichele Consolini arbetar som forskningssekreterare vid enheten för socialpolitik vid Eurofound. Han tillhandahåller kvantitativ expertis i flera frågor, bland annat social sammanhållning och förtroende, klimatförändringar och livskvalitet, konvergens och undersökningshantering. Hans nuvarande forskning handlar om polariseringens roll för social sammanhållning och tillit, och de socioekonomiska utmaningarna med övergången till en koldioxidneutral ekonomi. Han har en kandidatexamen i sociologi och ekonomi från Alma Mater Studiorum i Bologna, Italien, och från Radboud Universiteit Nijmegen, Nederländerna. Han har en masterexamen i politisk kommunikation från Amsterdams universitet, där han också arbetade som lärarassistent och forskare inom politisk psykologi.
