Digitalno doba: mogućnosti i izazovi za rad i zapošljavanje

Tijekom posljednjih godina dramatično se proširila sposobnost čovječanstva da pohranjuje i prenosi informacije te upravlja njima zahvaljujući inovacijama u računalstvu i telekomunikacijskim tehnologijama. Takve informacijske i komunikacijske tehnologije (IKT) imaju značajan učinak u gotovo svim područjima gospodarstva i vode do općenitog ubrzanja tehničkih promjena. Istovremeno rad, njegov sadržaj, organizacija i osmišljavanje, njegovo regulatorno uređenje i zaštita prolaze kroz značajne promjene u ovom digitalnom dobu. Te promjene često dovode do manje strogih granica između različitih dimenzija rada te između rada, zapošljavanja i djelatnosti koja nije rad.

Tvorci politika moraju steći znanje koje će im pomoći u rješavanju pitanja o učinkovitoj regulaciji, jamčenju socijalne zaštite u najširem smislu riječi i postizanju ravnoteže između zahtjeva poduzeća, društava i pojedinaca u iskorištavanju golemog potencijala digitalizacije.

Europska komisija donijela je svoju strategiju za Jedinstveno digitalno tržište za Europu 2015. godine, naglašavajući je kao jedan od svojih političkih prioriteta. Strategija može stvoriti digitalne prilike za građane i poduzeća i njome se želi ojačati položaj EU-a kao svjetskog predvodnika u digitalnom gospodarstvu. Njome se želi povećati pristup informacijama, dovesti do radnih mjesta za osobe s pravim digitalnim vještinama i preobraziti javne službe.  Budući da se ekonomija suradnje širi u EU-u, Komisija nastoji poticati razvoj novih i inovativnih usluga, jamčeći pritom prikladne mjere zaštite. Komunikacijom Komisije iz 2016. o Europskom programu za ekonomiju suradnje pojašnjena su pravila i preporuke politike u tom području za građane, poduzeća i države članice.

Rad Eurofounda

Eurofound sagledava dalekosežnije posljedice za uvjete rada, propise u području rada i izvan granice sve većeg dosega i opsega digitalnih tehnologija za tržište rada.

Istražuje se učinak revolucionarnih tehnologija na zapošljavanje u području usluga. Eurofound također ispituje posljedice gospodarstva platformi za tržište rada, osobito zapošljavanja eksternalizacijom poslova korisnicima interneta (engl. crowd employment). Nadalje, nastavlja se istraživanje o uvjetima rada i zapošljavanja mobilnih radnika u području IKT-a.

Ključni doprinosi

Zajedničkim izvješćem s Međunarodnom organizacijom rada (ILO) o radu bilo kad i bilo gdje razmatran je učinak rada na daljinu i mobilnog rada u području IKT-a na određene elemente uvjeta rada.

Eurofoundova serija seminara Zaklade (FSS) predstavlja priliku za vlade, sindikate i poslodavce da raspravljaju o izradi politika EU-a povezanih sa socijalnim pitanjima, pitanjima zapošljavanja i rada. Tijekom 2016. FSS je bio usmjeren na učinak digitalizacije na rad i jačanje nacionalnih programa za bolju provedbu digitalnih promjena.
