Categoria NEET

Reducerea șomajului în rândul tinerilor și găsirea de soluții prin care cât mai mulți tineri europeni să poată fi încadrați efectiv în câmpul muncii se află în centrul agendei politice a UE începând cu anul 2010. Criza economică a generat rate mari ale șomajului în rândul tinerilor și, astfel, a dus la o lipsă de implicare a tinerilor. În acest context, cercetătorii și funcționarii guvernamentali au căutat noi modalități de monitorizare și analiză a prevalenței vulnerabilității pieței de muncă și a neimplicării în rândul tinerilor. 

Termenul NEET se folosește pentru a descrie categoria de tineri care nu sunt încadrați profesional și nu urmează niciun program educațional sau de formare

Conceptul a fost folosit la scară largă ca indicator pentru politicile orientate către tineret cu privire la ocupare, educație, formare și, de asemenea, incluziune socială în cele 28 de state membre ale UE, începând cu 2010. 

Categoria NEET a fost pentru prima dată menționată în mod expres în discuțiile politice europene în cadrul inițiativei emblematice „Tineretul în mișcare” a Strategiei Europa 2020. Termenul viza categoria de vârstă 15-24 de ani, fiind ulterior extinsă pentru a cuprinde persoanele cu vârste între 15 și 29 de ani. Conceptul este acum inclus la nivel central în discursul politic la nivelul UE. În prezent, 14,2 % din populația în vârstă de 15-29 de ani face parte din categoria NEET. 

În aprilie 2013, a fost adoptată propunerea Comisiei Europene adresată Consiliului Uniunii Europene de punere în aplicare a unei Garanții pentru tineret în toate statele membre. Reducerea numărului de persoane NEET este un obiectiv politic explicit al Garanției pentru tineret. Această inițiativă urmărește să garanteze că toți tinerii cu vârste între 15 și 24 de ani beneficiază de o ofertă de bună calitate în materie de ocupare , de educație continuă, de ucenicie sau de stagiu, în termen de patru luni de la intrarea în șomaj sau de la încheierea formării. Introducerea Garanției pentru tineret în statele membre, prin Inițiativa privind ocuparea forței de muncă în rândul tinerilor, a contribuit la îmbunătățirea situației din teren, reducând numărul persoanelor NEET. 

Mai recent, la 7 decembrie 2016, Comisia Europeană a lansat inițiativa Investiția în tinerii Europei, un efort reînnoit de sprijinire a tinerilor. Având în vedere impactul pozitiv al garanției pentru tineret până în prezent, Comisia dorește să stimuleze și să extindă finanțările disponibile pentru Inițiativa privind ocuparea forței de muncă în rândul tinerilor până în 2020, pentru a încuraja mobilizarea mai eficientă a tinerilor. 

Activitatea Eurofound

În ceea ce privește implementarea Garanției pentru tineret, numărul persoanelor NEET cu vârste cuprinse între 15 și 29 de ani a scăzut ușor, de la aproximativ 14 milioane în perioada de vârf a crizei, la 12,5 milioane în 2016 (14,2 %). Cu toate acestea, cercetările Eurofound estimează că pierderile semnificative pentru economiile europene vor fi de aproximativ 142 de miliarde de euro pe an (2015) - în termeni de beneficii sau profituri și impozite pierdute. Acest lucru are un impact semnificativ asupra dezvoltării economice și sociale a UE.

  • a estimat factorii de risc de a aparține categoriei NEET
  • a investigat eficacitatea politicilor de reintegrare a persoanelor NEET
  • a monitorizat implementarea Garanției pentru tineret. 

Diversitatea categoriei NEET

În cadrul acestei cercetări, Eurofound a căutat să explice eterogenitatea populației NEET. Cel mai recent studiu privind diversitatea NEET oferă o nouă clasificare în șapte subgrupuri pentru a înțelege mai bine componența acestui grup de tineri. Scopul este de a ajuta mai bine factorii de decizie în a înțelege cine sunt persoanele NEET și de a oferi sprijin în conceperea de măsuri de sprijin adecvate care să satisfacă o mare varietate de nevoi. Fiecare dintre aceste grupuri este alcătuit dintr-un amestec de tineri vulnerabili și non-vulnerabili care nu acumulează capital uman prin canale oficiale, nici voluntar, nici involuntar.

  • caracteristicile și valorile antreprenoriale ale tinerilor
  • modalitățile de implicare a „segmentului de mijloc absent”: tinerii cu studii secundare care nu urmează un parcurs academic în învățământul superior
  • incluziunea socială a tinerilor 
  • tranzițiile tinerilor pe piața muncii
  • predilecția tinerilor pentru locuri de muncă temporare și accesul la protecție socială
  • condițiile de muncă pentru tinerii nou intrați pe piața muncii

4 iulie 2016 - Inspirat din raportul Eurofound din 2012 NEET – Tinerii neîncadrați profesional, acest raport explorează diversitatea categoriei NEET prin intermediul a șapte subgrupuri sugerate în care populația NEET poate fi dezagregată, utilizând datele extrase din Ancheta din 2013 privind forța de muncă din UE. Aceste subgrupuri permit o analiză mai bună a modului în care politicile, climatul social și îmbunătățirea lentă, dar treptată, a pieței muncii au avut un impact asupra populației NEET în UE28. Acestea ajută la identificarea măsurilor de urmat pentru a aborda situații în care, de exemplu, șomerii pe termen lung reprezintă 22 % din populația NEET în vârstă de 15-24 de ani. Eurofound research

With Youth Guarantee implementation, the number of NEETs aged 15–29 has decreased, from around 14 million at the height of the 2008–2013 crisis to 9.3 million in 2019 (12.6%). However, Eurofound research still estimates the significant loss to European economies to be around €142 billion a year (2015) – in benefits and foregone earnings and taxes. This has a significant impact on the economic and social development of the EU. 

With the situation of young people now exacerbated by the COVID-19 pandemic, Eurofound will look at the impact of the crisis on these figures, building on its previous research on youth. 

Focus of research

Eurofound has pioneered almost a decade of extensive research on NEETs (see publications below) and has:

  • performed the first EU comparative analysis on NEETs
  • explained who NEETs are
  • estimated the economic costs of NEETs
  • investigated the social consequences of being NEETs
  • estimated risk factors of falling into the NEET category
  • investigated the effectiveness of policies for reintegrating NEETs
  • monitored Youth Guarantee implementation. 

Diversity of NEETs

As part of this research, Eurofound has sought to unravel the heterogeneity of the NEET population. Its 2016 study on the diversity of NEETs provides a new categorisation into seven subgroups in order to better understand the composition of this group of young people. The aim is to better assist policymakers in understanding who the NEETs are and to assist the design of adequate support measures to meet a wide variety of needs. Each of these groups is made up of a mix of vulnerable and non-vulnerable young people who are not accumulating human capital through formal channels, whether voluntarily or involuntarily. Eurofound's 2021 study on the impact of the COVID-19 pandemic on young people will include an update of the diversity of NEETs based on 2019 data.

COVID-19 and NEETs

Eurofound carried out an online survey on Living, working and COVID-19 in three rounds during April–May and July 2020 and in February–March 2021 to establish the initial impact of the pandemic on the lives of EU citizens. Young people in Europe are feeling the strong impact of pandemic restrictions as they cope with the lowest levels of mental well-being and high levels of loneliness. Young men also appear most affected by job loss in the current crisis.

NEETs emerged as one of the most vulnerable groups following the 2008–2013 Great Recession. The major concern now is how these young people will again be affected by the economic fallout from COVID-19. 

Impact of COVID-19 crisis on young people

New research will assess the situation of young people in the EU. Building on its previous research on youth, Eurofound will examine the impact on young people as part of its ongoing study on the ‘Impact of the COVID-19 crisis on young people’, in particular their economic and social situation, with a focus on employment. It will also estimate how the NEET population has changed in size and composition over the last decade, and how the current crisis might affect this. The report will also collect and examine the most important policy initiatives adopted in the EU Member States to support young people during the crisis, particularly measures related to employment, education and financial help.
