Die Verringerung der Jugendarbeitslosigkeit und die wirksame Einbindung möglichst vieler junger Europäer in die Welt der Arbeit sind ein zentraler Punkt auf der Tagesordnung der EU-Politik. Die Wirtschaftskrise hat zu einer hohen Jugendarbeitslosigkeit und somit zu einer Abkopplung junger Menschen geführt. Angesichts dieser Situation haben Forscher und Regierungsvertreter nach neuen Wegen gesucht, um die Prävalenz der schlechten Position und die Abkopplung junger Menschen auf dem Arbeitsmarkt zu beobachten und zu analysieren.

EU context

Das Konzept dient seit 2010 weithin als Indikator, um die jugendorientierte Politik in den Bereichen Beschäftigungsfähigkeit, allgemeine und berufliche Bildung sowie soziale Eingliederung in den 28 EU-Mitgliedstaaten zu gestalten. 

Der Begriff kam in Europa erstmals in den politischen Debatten im Rahmen der Leitinitiative „Jugend in Bewegung“ der Strategie Europa 2020 auf. Er wurde zunächst auf die Altersgruppe der 15- bis 24-Jährigen angewandt und später auf die Altersgruppe der 15- bis 29-Jährigen ausgeweitet. Das Konzept ist inzwischen ein fester Bestandteil des politischen Diskurses auf EU-Ebene. Derzeit werden 14,2 % der Bevölkerung im Alter zwischen 15 und 29 Jahren den NEETs zugerechnet. 

Im April 2013 wurde der dem Rat der Europäischen Union übermittelte Vorschlag der Europäischen Kommission zur Umsetzung einer Jugendgarantie in allen Mitgliedstaaten angenommen. Die Verringerung der Anzahl von NEETs ist ein ausdrückliches politisches Ziel der Jugendgarantie. Diese Initiative soll sicherstellen, dass alle jungen Menschen zwischen 15 und 24 Jahren innerhalb von vier Monaten nach Abschluss ihrer formalen Ausbildung oder nach Verlust ihres Arbeitsplatzes ein gutes Angebot für einen Arbeitsplatz, eine Weiterbildung oder eine Ausbildungs- bzw. Praktikumsstelle erhalten. Die Einführung der Jugendgarantie in den Mitgliedstaaten im Rahmen der Beschäftigungsinitiative für junge Menschen hat dazu beigetragen, die Situation in den Ländern zu verbessern und die Anzahl der NEETs zu verringern. 

Am 7. Dezember 2016 startete die Europäische Kommission die Initiative Investieren in Europas Jugend im Rahmen einer erneuten Anstrengung zur Unterstützung junger Menschen. Angesichts der bisher positiven Auswirkungen der Jugendgarantie will die Kommission die verfügbaren Finanzmittel für die Beschäftigungsinitiative für junge Menschen bis 2020 weiter aufstocken, damit noch mehr junge Menschen von diesen Maßnahmen profitieren. 

Tätigkeiten von Eurofound

Mit der Umsetzung der Jugendgarantie ist die Anzahl der NEETs im Alter zwischen 15 und 29 Jahren von 14 Millionen auf dem Höhepunkt der Krise auf 12,5 Millionen im Jahr 2016 (14,2 %) leicht gesunken. In der einschlägigen Forschung schätzt Eurofound den Verlust für die europäischen Volkswirtschaften dennoch auf jährlich rund 142 Mrd. EUR (2015) aufgrund von Sozialleistungen sowie entgangenen Einnahmen und Steuern. Dies hat erhebliche Auswirkungen auf die wirtschaftliche und gesellschaftliche Entwicklung der EU. 

Wichtige Beiträge

Bis heute hat Eurofound umfangreiche Untersuchungen zu NEETs (siehe Veröffentlichungen unten) mit folgenden Schwerpunkten durchgeführt:

  • Durchführung der ersten vergleichenden Analyse der EU zu NEETs
  • Klärung, wer zur Gruppe der NEETs gehört
  • Veranschlagung der wirtschaftlichen Kosten von NEETs
  • Untersuchung der sozialen Konsequenzen der Zugehörigkeit zur Gruppe der NEETs
  • Einschätzung der Risikofaktoren, in die Gruppe der NEETs zu fallen
  • Untersuchung der Wirksamkeit politischer Maßnahmen zur Wiedereingliederung von NEETs
  • Überwachung der Umsetzung der Jugendgarantie 

Vielfalt der NEETs

Im Rahmen dieser Forschung untersuchte Eurofound auch die Heterogenität der zu den NEETs zählenden Bevölkerung. Die jüngste Studie über die Vielfalt der NEETs sieht eine neue Einteilung in sieben Untergruppen vor, um die Zusammensetzung dieser Gruppe junger Menschen besser zu verstehen. Dies soll politischen Entscheidungsträgern dabei helfen, ein besseres Verständnis von der Zugehörigkeit zur Gruppe der NEETs zu entwickeln und bei der Gestaltung ihrer Unterstützungsmaßnahmen die unterschiedlichsten Bedürfnisse zu berücksichtigen. Jede dieser Gruppen setzt sich aus einem Mix aus gefährdeten und nicht gefährdeten jungen Menschen zusammen, die – freiwillig oder unfreiwillig – kein Humankapital über formale Kanäle beisteuern.

Beiträge: Untersuchung der Vielfalt von NEETs

4. Juli 2016 – Dieser Bericht untersucht anhand des Eurofound-Berichts NEETs – Young people not in employment von 2012 die Vielfalt von NEETs in den vorgeschlagenen sieben Untergruppen zur Aufschlüsselung der NEET-Population auf Basis der Daten aus der Europäischen Arbeitskräfteerhebung von 2013. Diese Untergruppen ermöglichen eine verbesserte Analyse, wie sich politische Maßnahmen, das Sozialklima und die langsame, aber stetige Verbesserung der Situation auf dem Arbeitsmarkt auf die NEET-Population in den 28 EU-Mitgliedstaaten auswirken. Sie tragen zur Klärung der Frage bei, was beispielsweise in Regionen getan werden kann, in denen 22 % der NEETs im Alter von 15 bis 24 Jahren langfristig ohne Arbeit sind. Die verfügbaren 28 Länderprofile zur Vielfalt der NEETs vermitteln einen Überblick über die NEET-Situation auf Ebene der Mitgliedstaaten. Sie betrachten die Entwicklungen bei der Jugendarbeitslosigkeit und die NEET-Zahlen, die Zusammensetzungen der NEET-Gruppe und ihr Risiko der sozialen Ausgrenzung.

Eurofound research

With Youth Guarantee implementation, the number of NEETs aged 15–29 has decreased, from around 14 million at the height of the 2008–2013 crisis to 9.3 million in 2019 (12.6%). However, Eurofound research still estimates the significant loss to European economies to be around €142 billion a year (2015) – in benefits and foregone earnings and taxes. This has a significant impact on the economic and social development of the EU. 

With the situation of young people now exacerbated by the COVID-19 pandemic, Eurofound will look at the impact of the crisis on these figures, building on its previous research on youth. 

Focus of research

Eurofound has pioneered almost a decade of extensive research on NEETs (see publications below) and has:

  • performed the first EU comparative analysis on NEETs
  • explained who NEETs are
  • estimated the economic costs of NEETs
  • investigated the social consequences of being NEETs
  • estimated risk factors of falling into the NEET category
  • investigated the effectiveness of policies for reintegrating NEETs
  • monitored Youth Guarantee implementation. 

Diversity of NEETs

As part of this research, Eurofound has sought to unravel the heterogeneity of the NEET population. Its 2016 study on the diversity of NEETs provides a new categorisation into seven subgroups in order to better understand the composition of this group of young people. The aim is to better assist policymakers in understanding who the NEETs are and to assist the design of adequate support measures to meet a wide variety of needs. Each of these groups is made up of a mix of vulnerable and non-vulnerable young people who are not accumulating human capital through formal channels, whether voluntarily or involuntarily. Eurofound's 2021 study on the impact of the COVID-19 pandemic on young people will include an update of the diversity of NEETs based on 2019 data.

COVID-19 and NEETs

Eurofound carried out an online survey on Living, working and COVID-19 in three rounds during April–May and July 2020 and in February–March 2021 to establish the initial impact of the pandemic on the lives of EU citizens. Young people in Europe are feeling the strong impact of pandemic restrictions as they cope with the lowest levels of mental well-being and high levels of loneliness. Young men also appear most affected by job loss in the current crisis.

NEETs emerged as one of the most vulnerable groups following the 2008–2013 Great Recession. The major concern now is how these young people will again be affected by the economic fallout from COVID-19. 

Impact of COVID-19 crisis on young people

New research will assess the situation of young people in the EU. Building on its previous research on youth, Eurofound will examine the impact on young people as part of its ongoing study on the ‘Impact of the COVID-19 crisis on young people’, in particular their economic and social situation, with a focus on employment. It will also estimate how the NEET population has changed in size and composition over the last decade, and how the current crisis might affect this. The report will also collect and examine the most important policy initiatives adopted in the EU Member States to support young people during the crisis, particularly measures related to employment, education and financial help.
