Can Europe deliver for its children?
In this episode of Eurofound Talks Mary McCaughey speaks with Eurofound Research Manager Daniel Molinuevo about the European Child Guarantee, how bad the situation is with regard to child poverty and social exclusion in Europe, what Member States have committed to doing about it, what the implications are for workers and civil society, and what prospects there are for the future.
Fighting child poverty has become a central dimension of EU social policy. One of the European Commission’s flagship social policy initiatives is the European Child Guarantee: established in 2021 by Council Recommendation, the aim of the Guarantee is to tackle child poverty by ensuring access to key services (such as healthcare) and resources (such as decent housing) for children in need – defined as children at risk of poverty or social exclusion.

Mary McCaughey
Head of UnitMary McCaughey is hoofd Informatie en Communicatie bij Eurofound. Afgestudeerd aan het Trinity College in Dublin en het Europacollege in Brugge, begon ze in Brussel te werken bij Europolitics en de Wall Street Journal Europe. Ze werkte samen met de Vereniging van Europese Parlementariërs met Afrika (AWEPA) in Zuid-Afrika tijdens de overgang van het land naar democratie, en in 1998 nam ze de functie van woordvoerder op zich bij de delegatie van de Europese Unie in Pretoria, waar ze leiding gaf aan de pers- en voorlichtingsafdeling tijdens de onderhandelingen over de vrijhandelsovereenkomst tussen de EU en Zuid-Afrika. Na het einde van de Kosovo-oorlog werkte ze als communicatieadviseur voor het Europees Bureau voor Wederopbouw in Servië. In 2003 werd zij hoofdredacteur bij Eurofound.
Daniel Molinuevo
Senior research managerDaniel Molinuevo is onderzoeksmanager bij de eenheid Sociaal Beleid en trad in 2010 in dienst bij Eurofound. Zijn onderzoek naar gezondheid en sociale zorg heeft zich gericht op de kwaliteit en toegankelijkheid van diensten, hun digitale transformatie en de arbeidsomstandigheden van het personeel. Zijn werk was voornamelijk gericht op diensten voor kinderen, zowel bij Eurofound als bij UNICEF, waar hij in 2021 werkte ter ondersteuning van de uitvoering van de Europese kindergarantie. Hij studeerde sociologie in Salamanca, Spanje en aan de Humboldt Universiteit in Berlijn. Hij behaalde een MA in Europese Politieke en Administratieve Studies aan het Europacollege in Brugge en een MSc in Europees Sociaal Beleid aan de London School of Economics, waar hij ook als onderzoeker werkte.
