Eurofound's representativeness studies are designed to allow the European Commission to identify the ‘management and labour’ whom it must consult under article 154 of the Treaty on the Functioning of the European Union (TFEU). This series consists of studies of the representativeness of employer and worker organisations in various sectors.

The representativeness of social partners provides legitimacy for their various roles in industrial relations, whether through the vehicle of social dialogue, collective bargaining or involvement in government policymaking or implementation. This report compares the different ways in which the representativeness of social partners is defined at national, European and international levels. It shows that representativeness has various meanings across the 28 Member States and Norway, with most countries featuring a combination of legal conformity and mutual recognition.

The aim of this representativeness study is to identify the relevant national and supranational social players (that is, the trade unions and employer organisations) in the field of industrial relations in the personal services–hair and beauty sector, and to show how these players relate to the sector’s European interest associations of labour and business.

The aim of Eurofound’s series of representativeness studies is to identify the relevant national and supranational social partner organisations in the field of industrial relations in selected sectors. Top-down and bottom-up analyses of the extractive industries sector in the EU28 covered in the study show that IndustriALL Europe, Euromines, EURACOAL, IMA Europe and UEPG are the most important European level social partner organisations in the sector.

The aim of Eurofound’s series of representativeness studies is to identify the relevant national and supranational social partner organisations in the field of industrial relations in selected sectors. Top-down and bottom-up analyses of the maritime transport sector in the 25 EU Member States covered in the study reveal that ETF and ECSA are the most important European-level social partner organisations in the sector based on their membership.

The aim of the studies on representativeness by Eurofound’s network of European correspondents is to identify the relevant national and supranational social partner organisations in the field of industrial relations in selected sectors. Top-down and bottom-up analyses of the agriculture sector in the EU28 shows that EFFAT on the employee side and GEOPA-COPA/COGECA on the employer side are the most important EU-wide representatives of social partners in the sector.

Top-down and bottom-up analyses of the furniture sector in the EU28 show that EFBWW, UEA and EFIC are the most important European-level social partner organisations based on their membership.

Top-down and bottom-up analysis of the ports sector in the EU28 shows that ETF and IDC on the employee side and FEPORT and ESPO on the employer side ought to be regarded as the main EU-wide representatives of the sector’s workforce and businesses.
