Representatividade das organizações europeias de parceiros sociais: Setor agrícola – 2026
Este estudo fornece informações que permitem avaliar a representatividade das organizações envolvidas no comitê europeu de diálogo social setorial para o setor agrícola. Sua representatividade relativa legitima seu direito de serem consultados e sua capacidade de negociar acordos. O objetivo dos estudos da Eurofound sobre representatividade é identificar as organizações nacionais e europeias relevantes de parceiros sociais no setor. Este estudo identifica a Federação Europeia dos Sindicatos da Alimentação, Agricultura e Turismo (EFFAT), que representa os empregados, e o Grupo de Empregadores de Organizações Profissionais de Agricultura na União Europeia / Comitê de Organizações Profissionais de Agricultura da União Europeia (GEOPA-COPA), que representam os empregadores, como as organizações de parceiros sociais de nível europeu mais representativas no setor agrícola.
Envolvimento de organizações patronais e sindicatos no Semestre Europeu em 2024–2025
Este relatório examina o papel dos sindicatos e das organizações patronais na elaboração dos planos estruturais fiscais de médio prazo e dos relatórios anuais de progresso de 2025. Ele analisa o envolvimento dos parceiros sociais em nível nacional com governos, bem como seu engajamento com a Comissão Europeia em missões de apuração de fatos, relatórios nacionais e recomendações específicas por país, e avalia sua participação no semestre europeu mais amplo, incluindo o novo quadro de convergência social.Representativeness of the European social partner organisations: Personal services sector – 2026
This study provides information allowing for an assessment of the representativeness of the actors involved in the European sectoral social dialogue committee for the personal services sector.Os decisores políticos precisam de dados sólidos para compreender as mudanças que estão a ocorrer no mercado de trabalho e para responder à evolução da dinâmica das relações laborais na Europa. A Eurofound utiliza dados e análises provenientes da sua rede de correspondentes nos Estados-Membros da UE e na Noruega para mapear tendências e padrões e apontar exemplos de diálogo social que funciona bem, tanto a nível europeu como nacional.
A investigação da Eurofound investiga aspetos como o envolvimento dos parceiros sociais na elaboração de políticas, o envolvimento e a participação dos trabalhadores, a negociação coletiva, os sistemas de remuneração e recompensa, a representação dos trabalhadores e as relações laborais a todos os níveis. Examina até que ponto as relações laborais se adaptaram à emergência de organizações multinacionais.
A Agência produziu um vasto conjunto de trabalhos ao longo de 40 anos que traçou as muitas e mutáveis facetas do diálogo social na Europa a vários níveis: empresarial, sectorial, nacional, europeu e internacional.
O relatório emblemático sobre as relações laborais publicado em 2022 apresenta uma panorâmica dos desenvolvimentos mais importantes nas relações laborais, incluindo o diálogo social, entre 2015 e 2019. Outros trabalhos nesta área mapeiam as principais dimensões das relações industriais.
O diálogo social é um princípio fundamental do Pilar Europeu dos Direitos Sociais, proclamado em 2017. A emergência de novos debates sobre justiça social, democracia, qualidade do trabalho e novos modelos de relações laborais têm vindo a desafiar as relações laborais tradicionais e os sistemas de diálogo social.
Trinta anos após a histórica inauguração do diálogo social europeu em Val Duchesse, em Bruxelas, a Comissão Europeia relançou o processo de um novo começo para o diálogo social num evento de alto nível que reuniu organizações de parceiros sociais de toda a Europa, em 5 de março de 2015. O diálogo social europeu é um instrumento da política social da UE, contribuindo diretamente para a definição da legislação e das políticas laborais da UE.
Em 25 de janeiro de 2023, a Comissão propôs uma recomendação do Conselho sobre o reforço do diálogo social na UE e publicou uma nova comunicação sobre o reforço e a promoção do diálogo social, «aproveitar todo o seu potencial para gerir transições justas», tal como anunciado no Plano de Ação sobre o Pilar Europeu dos Direitos Sociais. Em setembro de 2023, a presidente da Comissão, Ursula von der Leyen, anunciou uma cimeira dos parceiros sociais em 2024 para repetir a cimeira realizada em 1985.
Em março de 2025, a Comissão e os parceiros sociais interprofissionais assinaram um pacto conjunto para reforçar o diálogo social europeu. Esta iniciativa baseia-se na Cimeira de Val Duchesse, em janeiro de 2024, e na sua Declaração dos Parceiros Sociais.

Trends in national social dialogue in responding to external shocks or crises: Background paper
This paper provides an overview of the involvement of the social partners in policymaking and social dialogue in recent years, primarily at national peak level. It will focus on the evolution of social dialogue over the past decade and a half in terms of its response to external shocks, focusing on three key periods: the financial and economic crisis between 2008 and 2012; the subsequent recovery and consolidation phase between 2013 and early 2020; the recent series of new crises, starting in 2020 with the COVID-19 pandemic up to today’s combined challenges of inflation, the ‘cost of living crisis’ and the Russian invasion of Ukraine.

Social dialogue and collective bargaining in the hospital sector during the COVID-19 pandemic
This report analyses the role of social dialogue and collective bargaining in addressing the challenges created or exacerbated by the COVID-19 pandemic in the hospital sector. It also explores whether existing social dialogue and collective bargaining processes at national level were adapted in order to address these new challenges. The research included a literature review to contextualise the structural features of the hospital sector and an analysis of policy initiatives to manage the crisis implemented across the EU27 and Norway. The findings indicate that the level and nature of the social partners’ involvement in pandemic responses varied across Europe. Social dialogue and collective bargaining played a prominent role in some countries, while in others the social partners were less involved. Although no substantial changes were identified in social dialogue institutions and processes, the breadth of issues they deal with expanded beyond the traditional areas of employment and working conditions.

Collective labour disputes in the EU
In recent years, apart from some intermittent spikes, there has been a general decrease in industrial action across the EU Member States. During the COVID-19 pandemic, this trend has continued, with the most significant labour disputes not surprisingly occurring in the human health and social services sector, the education sector and the transport and logistics sector. This report analyses the data collected in 2018–2019 by Eurofound during the piloting of its Industrial Action Monitor (IAM) database. Using cluster analysis, the research classified industrial action in Europe into five categories: national disputes of interest and rights, sometimes involving different forms of employment; extended disputes about collective pay agreements; localised disputes about employment problems, working time and restructuring, with short work stoppages; localised disputes about workers’ rights and grievances over company policies; and disputes concerning public policies.
In terms of specific issues, problems over pay accounted for over 40% of disputes, employment problems accounted for 20%, other aspects of working conditions accounted for 16% and protests accounted for 13%. Noting the lack of complete data on industrial action in Europe, the analysis points to the need for a systematic collection of empirical evidence in the future to provide a sound basis for comparative analysis.

Working life in the COVID-19 pandemic 2020
This publication consists of individual country reports on working life during 2020 for 29 countries – the 27 EU Member States, Norway and the United Kingdom. The country reports summarise first evidence on the impact of the COVID-19 pandemic on working life based on national research and survey results. They outline the policy responses of governments and social partners in their efforts to cushion the socioeconomic effects and include a focus on policy areas that have been accelerated or disrupted due to the crisis. Finally, the reports explore the impact of the pandemic on industrial action, working time and wages.
Please note that there is no consolidated report on working life in the EU in 2020.

Involvement of social partners in policymaking during the COVID-19 outbreak
Since 2016, Eurofound has closely monitored the involvement of national social partners in policymaking as part of the European Semester cycle. In 2020, the focus was on their involvement during the first months of the COVID-19 outbreak. While the pandemic has presented a huge challenge to social dialogue, the results of the analysis highlight how social dialogue can be an effective tool in shaping policy initiatives and finding solutions to emergency situations affecting businesses, workers, the economy and society. It is clear that the participation of social partners in the design and implementation of national recovery and resilience plans in 2021 will be key in the recovery process and for strengthening social dialogue going forward.

Industrial relations: Developments 2015–2019
As part of its mandate to promote dialogue between management and labour, Eurofound has monitored and analysed developments in industrial relations systems at EU level and in EU Member States for over 40 years. This flagship report is based on the work done in this context during the last programming period (2015–2019). It draws on the extensive monitoring of industrial relations systems and social dialogue carried out by Eurofound on an ongoing basis. The overall aim of the report is to assist policymakers and industrial relations actors both to understand the challenges facing social dialogue and to identify possible ways to contribute to balanced and well-functioning industrial relations systems going forward.

European Company Survey 2019 - Workplace practices unlocking employee potential
This report is based on the fourth edition of the European Company Survey (ECS), which was carried out jointly by Eurofound and Cedefop in 2019. It describes a wide range of practices and strategies implemented by European companies in terms of work organisation, human resource management, skills use and skills development, and employee voice. The report shows how these practices are combined and how the resulting ‘bundles of practices’ are associated with two outcomes beneficial to employees and employers: workplace well-being and establishment performance.
The analysis finds that the establishments that are most likely to generate this win–win outcome are those that combine a high degree of worker autonomy, a balanced motivational strategy, a comprehensive training and learning strategy, and high levels of direct employee involvement in decision-making, as well as offering managerial support for these practices. To boost the adoption of employee-oriented practices – particularly in relation to autonomy, skills and employee involvement – managers should be offered appropriate support, as they play a key role in the decision to initiate workplace change. They are also crucial to its success, as they must continuously support the workplace practices implemented.

Research officerMária Sedláková é investigadora na unidade de Vida Profissional da Eurofound. É responsável pela elaboração de relatórios de síntese para estudos de representatividade setorial, gestão e controlo de qualidade de relatórios nacionais sobre relações laborais, diálogo social e vida profissional, e desenvolvimento de um projeto sobre negociação coletiva para além da remuneração. Antes de ingressar na Eurofound, trabalhou como investigadora técnica no Departamento de Governação e Tripartismo da Organização Internacional do Trabalho, em Genebra, no Relatório Emblemático do Diálogo Social de 2022. Trabalhou também como investigadora no Instituto de Estudos do Trabalho da Europa Central em Bratislava (2013–2020), com foco no diálogo social, negociação coletiva, condições de trabalho e sociologia do trabalho. Maria é mestre em Ciência Política com especialização em Política Europeia Comparada pela Universidade da Europa Central.
Peter Kerckhofs
Senior research managerPeter Kerckhofs é gestor sénior de investigação na unidade de Vida Profissional da Eurofound. O seu trabalho centra-se no papel dos parceiros sociais no Semestre Europeu e também na comunicação nacional sobre a evolução das relações laborais. Peter tem uma vasta experiência no desenvolvimento da metodologia para estudos de representatividade, aplicando critérios de representatividade europeus e nacionais no contexto específico de diferentes setores, ao mesmo tempo em que acumula um conhecimento profundo do cenário das relações industriais em vários setores. Peter também trabalhou em projetos relacionados com os Conselhos de Empresa Europeus e o Diálogo Social Setorial Europeu. Antes de ingressar na Eurofound, trabalhou como investigador para a ETUI e UCL, como secretário político da EMCEF e foi coordenador científico da Escola de Doutoramento da Faculdade de Ciências Sociais da KU Leuven. Ele é bacharel em Serviço Social e mestre em Ciência Política pela KU Leuven e em Relações Internacionais pela UCL, e PhD em Relações Industriais pela Universidade de Manchester.
