Juurdepääs taskukohasele ja piisavale eluasemele on paljudes liikmesriikides, nende linnades ja piirkondades suur probleem, mida süvendavad viimaste aastate kriisid. Inimesi, kes seisavad silmitsi eluaseme taskukohasuse probleemidega, ohustab tõrjutust, ebakindlust kodust lahkumise pärast, ei saa endale lubada muid asju kõrgete eluasemekulude tõttu ja peavad jääma oma vajadustele sobimatusse eluasemesse. Elukalliduse kasvuga kaasneb energiaostuvõimetusega kokkupuude madalama sissetulekuga perede jaoks, kes ei saa endale lubada oma kodu piisavalt soojana hoidmist ega üüri- või hüpoteeklaenumakseid.
