Digitálny vek: príležitosti a výzvy pre prácu a zamestnanosť

Schopnosť ľudstva ukladať a prenášať informácie a manipulovať s nimi sa v posledných rokoch podstatne rozšírila vďaka inováciám v oblasti počítačových a telekomunikačných technológií. Informačné a komunikačné technológie (IKT) výrazne ovplyvňujú všetky oblasti hospodárstva, čo všeobecne vedie k zrýchleniu tempa technických zmien. V digitálnom veku veľkou zmenou prechádza aj práca, jej náplň, organizácia a projektovanie, ako aj jej regulácia a ochrana. Zmeny takisto často stierajú hranice medzi rôznymi rozmermi práce a medzi prácou, zamestnaním a mimopracovnými aktivitami.

Tvorcovia politík potrebujú poznatky, ktoré im pomôžu pri riešení otázok účinnej regulácie, spôsobu zabezpečenia sociálnej ochrany v najširšom zmysle a vyváženia požiadaviek podnikov, spoločností a jednotlivcov pri využívaní obrovského potenciálu digitalizácie.

V roku 2015 Európska komisia prijala stratégiu digitálneho jednotného trhu pre Európu a označila ju ako jednu zo svojich politických priorít. Táto stratégia prináša digitálne príležitosti pre občanov a podniky a ej cieľom je posilniť EÚ v jej vedúcom postavení v digitálnom hospodárstve. Je zameraná aj na zlepšenie prístupu k informáciám, vytváranie pracovných miest pre ľudí s digitálnymi zručnosťami a transformáciu verejných služieb.  Keďže kolaboratívne hospodárstvo je v EÚ stále populárnejšie, Komisia sa snaží podporiť rozvoj nových a inovatívnych služieb a zároveň zabezpečiť primerané ochranné opatrenia. V oznámení Komisie o Európskej agende pre kolaboratívne hospodárstvo z roku 2016 sa objasňujú pravidlá a politické odporúčania v tejto oblasti pre občanov, podniky a členské štáty.

Práca nadácie Eurofound

V širšom kontexte Eurofound skúma vplyv rozmachu a rastúceho dosahu používania digitálnych technológií na trhu práce s perspektívou na pracovné podmienky a reguláciu práce.

Skúma vplyv prevratných technológií v oblasti služieb na zamestnanosť. Eurofound skúma aj dôsledky platformového hospodárstva, najmä hromadnej práce (crowd employment) na trh práce. Pokračuje aj vo výskume pracovných podmienok a podmienok zamestnanosti pri mobilnej práci s využitím IKT.

Hlavné príspevky

Spoločná správa s Medzinárodnou organizáciou práce (ILO) o práci kedykoľvek a kdekoľvek posúdila vplyv práce na diaľku a mobilnej práce s využitím IKT na vybrané prvky pracovných podmienok.

Séria seminárov nadácie Eurofound poskytuje vládam, odborovým zväzom a zamestnávateľom príležitosť diskutovať o vývoji sociálnych, zamestnaneckých a pracovných politík EÚ. V roku 2016 sa séria seminárov nadácie zamerala na vplyv digitalizácie na prácu a budovanie národných agend pre lepšiu implementáciu digitálnych zmien.
