Second European Quality of Life Survey – Overview

This report is based on the second EQLS carried out in 2007-8 and offers a wideranging view of the diverse social realities in the 27 Member States, as well as covering Norway and the candidate countries of Turkey, Macedonia and Croatia. The report presents the views and experiences of people living in Europe across a set of key domains: employment and income, family and community life, health and housing. It looks at factors influencing wellbeing and happiness and reflects people’s views on the quality of the society in which they live.

Quality of life in Europe: Subjective well-being

This report assesses the impact of the crisis on the subjective well-being of Europeans. In 2011, GDP per capita in 22 out of the then 27 EU Member States was below 2008 levels, and unemployment rates were higher in 25 out of the 27. These indicators demonstrate worrying trends, but the report goes deeper, trying to answer various questions: What is the real impact on people’s lives? Who has been hit hardest? Where have there been positive wellbeing patterns? What explains the variation in well-being across Europe? How can policy increase or stem the fall in well-being in the future? It concludes that the crisis may not be affecting everyone’s well-being equally, nor all aspects of well-being. Well-being has fallen in many EU countries, remaining highest in northern countries. However, falls in wellbeing in many western EU countries have been matched by increases in eastern countries. Population groups with low well-being include those limited by disability or illness and unemployed people.

Quality of life in Europe: Families in the economic crisis

The economic crisis has reshaped the lives of millions of European citizens. But how has it affected families with children? Children are more at risk of poverty or social exclusion than the overall population in a large majority of EU countries; hence, it is important to understand how the crisis has affected the households in which these children grow up. This report describes the changing quality of life across the EU for different types of families with children and compares their living standards and social situation. Grouping the EU Member States into four categories on the basis of the flexibility or otherwise of their family policies, it also examines potential patterns that may be related to different family policy approaches. Themes that emerge from the findings include the particular challenges facing lone parents, the greater difficulties facing jobless families since the onset of the crisis, and the increasing extent of conflict parents experience in seeking to balance their work and family lives.

Quality of life in Europe: Trends 2003‑2012

Eurofound has conducted the European Quality of Life Survey EQLS) in 2003, 2007 and 2011. This report compares the results from the three waves to provide evidence of trends and change in the quality of life of Europeans over a decade. It also examines whether differences across EU Member States have narrowed or remained stable. One of its findings is that subjective well-being has remained stable across the EU as whole, but it also finds that financial strain in households has grown in the wake of the economic crisis. The report proposes a more active approach to social protection, as lower household income is a strong negative influence on quality of life, and especially so in an economic downturn.

Quality of life in Europe: Quality of society and public services

This report explores how Europeans perceive the quality of their societies, and of their public services. It looks at such aspects of society as trust in institutions and other people, perceived tensions between social groups, attitudes towards migrants and the effects of the economic crisis on social inclusion and social cohesion. It finds that satisfaction with the economic situation of one’s country, not being in employment and overall life satisfaction appear to boost satisfaction with public services; hardship appears to reduce it. In societal terms, trust in institutions decreased visibly from 2007 to 2011. Trust in people however changed less than trust in institutions and is more similar across the EU. A positive relationship exists between trust in institutions and satisfaction with the economic situation of one’s own country; a negative relationship between trust in institutions and inequality. And tensions were perceived to be highest between different racial and ethnic groups and between rich and poor.
