Ülespoole suunatud lähenemine on Euroopa Liidu projekti jaoks ülimalt tähtis. Konkreetsete majanduslike ja sotsiaalsete näitajate puhul tähendab ülespoole suunatud lähenemine seda, et liikmesriigid parandavad keskmiselt oma tulemusi, liikudes poliitilise eesmärgi või ühiskondlikult vastuvõetava suuna poole, vähendades samal ajal omavahelisi erinevusi.
