10 aasta jooksul (2014–2024) kasvas sotsiaalteenuste töötajate arv ELis 8 miljonilt 10 miljonile. Praegu moodustavad nad 5% kogu ELi tööjõust. Samal ajal seisab sektor silmitsi tööjõupuudusega ja seda iseloomustab jätkuvalt madal palk – umbes 20% madalam kui keskmine palk liikmesriikide majanduses tervikuna.
