Digiajastu töö ja töövormide väljavaated ning probleemid

Tänu arvuti- ja sidetehnoloogia uuendustele on inimkonna infosalvestuse, -ülekande ja käsitlemise võimekus viimastel aastatel plahvatuslikult suurenenud.  Uus info- ja sidetehnoloogia mõjutab oluliselt peaaegu kõiki majandusvaldkondi, mis omakorda kiirendab tehnikamuudatuste tempot. Ka töö sisu ja korraldus, planeerimine, regulatsioon ja töökaitse teisenevad digiajastul märkimisväärselt. Piirid töö eri viiside ning töötamise, tööhõive ja eraelu vahel on kõigi nende muutuste tõttu hägustumas.

Poliitikakujundajad peavad omandama teadmisi, et tõhusalt reguleerida sotsiaalkaitset selle kõige üldisemas tähenduses ning tasakaalustada ettevõtete, ühiskonna ja üksikisikute nõudmisi digiajastu potentsiaali rakendamisel.

Euroopa Komisjon võttis 2015. aastal vastu digitaalse ühtse turu strateegia ja asetas selle oma poliitiliste prioriteetide hulka. Strateegia pakub kodanikele ja ettevõtetele digivõimalusi, et tugevdada Euroopa Liidu juhtpositsiooni maailma digimajanduses. Eesmärk on suurendada juurdepääsu infole, tekitada vajalike digioskustega isikutele töökohti ja muuta avalikke teenuseid.  Jagamismajandus Euroopa Liidus üha laieneb ja Euroopa Komisjon soovib tõhustada uute innovatiivsete teenuste arendamist, tagades ühtlasi piisavad kaitsemeetmed. Komisjoni 2016. aasta teatises Euroopa jagamismajanduse tegevuskava kohta selgitatakse kodanikele, ettevõtjatele ja liikmesriikidele selle valdkonna eeskirju ja poliitikasoovitusi.

Eurofoundi töö

Eurofound vaatleb töötingimustele ja tööseadusandlusele avalduvaid laiemaid tagajärgi ning mis toimub tööturul digitehnoloogia ulatusliku kasvu tagamail. 

Uuritakse, kuidas teenuste radikaalselt muutuvad tehnoloogiad mõjutavad töövorme. Eurofound analüüsib ka platvormimajanduse, eelkõige rahvatöö mõjuilminguid tööturul. Jätkub info- ja sidetehnoloogial põhineva liikuvusega töötajate töötamise ja töövormide tingimuste uurimine.

Digiajastu töö ja töövormide laadi uurimisel keskendutakse järgmisele:

Põhipanus

Eurofoundi ja Rahvusvahelise Tööorganisatsiooni (ILO) ühisaruanne, mis käsitleb töötamist mis tahes ajal ja kohas, uurib kaugtöö ning info- ja sidetehnoloogial põhineva liikuvusega töö mõju mõnedele töötingimuste aspektidele.

Eurofoundi fondi seminaride sari pakub valitsustele, ametiühingutele ja tööandjatele võimalust arutleda Euroopa Liidu sotsiaal-, tööhõive ja tööga seotud poliitika üle. 2016. aastal keskendus fondi seminaride sari töö digitaalseks muutumisele ja riiklike tegevuskavade koostamisele, et digiajastu muudatusi paremini rakendada.
